Home My WebLink About10-11-93 Personnel & Finance I PERSONNEL AND FINANCE COMMITTEE The October 11, 1993 meeting of the Personnel and Finance Committee was called to order by its Chairperson, Council Member Ann Puzzello at 4 : 20 p.m. in the Council Informal Meeting room. Persons in attendance included Council Members Luecke, Washington, Kelly, Puzzello, Slavinskas, Zakrzeski, Coleman, Duda, and Ladewski; Michael Seitz, Mary Hall Mueller, Mary Philcheck, Sandra Lee, Don Porter, Mr. Underhill and Kathleen Cekanski-Farrand. Council member Puzzello noted that the purpose of the meeting was to discuss Bill No. 83-93 which would amend Section 4-60 of the South Bend Municipal Code regarding Transient Merchant Licenses. Mary Hall Mueller from the City's Legal Department then reviewed the Bill . She noted that the current Bill was not enforced aggressively, and when it was it was primarily aimed at merchants at the Century Center. She noted that gun shows, unusual cars, etc. that are here today and gone tomorrow are the types of events which were to be the focus of the Bill. She noted that the new Bill would incorporate more checks such as Fire Prevention and the County Health Department. In response to a question raised by Council Member Puzello it was noted that the Ethnic Festival would be covered, however it is a City sponsored event just like the Leeper, Park Art Fair. Such events would be covered under the Pedlers License which is set forth in Section 4-43 of the Municipal Code. Mr. Micheal Seitz of the Chamber of Commerce thanked Mrs. Mueller and concerned citizens for their impute of this Bill . He stated that he feels comfortable with it. Discussion then took place on whether Christmas tree stands should be eliminated from the Bill. Mary Philcheck of the Convention and Visitors Bureau stated that she believes that the Bill is "Visitor Friendly" . Sandra Lee of the Century Center states that she likes the approval and disapproval standards within it. Mr. John Underhill of Granger (a promoter) stated that he believes it is a good program. Personnel and Finance October 11, 1993 Page 2 Following further discussion, Council Member Coleman made a motion seconded by Council Member Ladewski that Bill No. 83- 93 be recommended favorably to Council. The motion passed.
