The December 1,3 , 1993 meeting of the Personnel and Finance
Committee was called to order by its Chairperson, Council
Member Puzzello, at 5: 00 p.m. in the Council Informal
Meeting room.
Persons in attendance included Council Members: Luecke,
Washington, Kelly, Puzzello, Slavinskas, Zakrzewski,
Coleman, Duda, and Ladewski; William Eagan, Don Porter,
Jeff Rinard, and Kathleen Cekanski-Farrand.
Council Member Puzzello noted that the first item on the
agenda was to review Bill No. 110-93 which would appropriate
$90, 282 . 00 from project releaf. Mr. Jeff Renard made the
presentation. He provided a handout showing the budgeted
activity and projected ending balance for this project. In
response to a question raised by Council Member Slavinskas
it was noted that the bad debt expense was for "NSF"
checks.
Following further discussion, Council Member Zakrewski made
a motion, seconded by Council Member Ladewski, that Bill No.
110-93 be recommended favorably to Council. The motion
passed.
The next item on the agenda was to review Substitute Bill
No. 113-93 which would transfer various monies from various
accounts and Substitute Bill No. 114-93 which would
appropriate and decrease appropriations within various
accounts.
Mr. Jeff Renard made the presentation on both Bills. He
highlighted portions of the memorandum dated December 13 ,
1993 highlighting both Bills (Copy attached) . He noted that
all managers have done a fantastic job by staying within
budgeted requests. He further noted that there would be an
approximate surplus of $550, 000. 00 at the end of this year.
He noted that the primary increase was police overtime with
$190, 000. 00 being requested. He also noted that there was
miscalculation' in the police pension fund needing an
additional $40, 000. 00.
In response of a question raised by Council Member
Slavinskas, it was noted that the $77 , 000. 00 increase for
Century Center addresses the change that took place in
December for audio visual .
Council Member Slavinskas noted that he typically does not
like such Ordinances, however there has been much less
transferring among various accounts and complimented the
Controller's office in this area as well as the department

heads. Mr. Rivard noted that the many "wish lists" in the
past have gone by the way side.
In response to a question raised by Council Member Kelly, it
was noted that the total city budget was approximately

Following further discussion, Council Member Slavinskas made
a motion seconded by Council Member Ladewski, that
Substitute Bill No. 113-93 be recommended favorably to

made a motion seconded by Council Member Ladewski, that
Substitute Bill No. 114-93 be recommended favorably to
Council. The motion passed.
William Eagan, a citizen member, then voiced concern with
regard to lack of communication and lack of information
being received as a citizen member of the committee. He
stated that he would like to have copies of the Bills prior
to the meeting so that he could study them and have better
input. Discussion of this request then took place by the
Committee. Following that discussion the meeting was
adjourned at 5: 30 p.m.
