Committee Report
PERSONNEL AND FINANCE COMMITTEE
To the Common Council of the City of South Bend:
The September 13 , 1993 , meeting of the Personnel and Finance
Committee was called to order by its' Chairperson, Council
Member Ann Puzzello, at 4 : 30 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members: Luecke,
Washington, Kelly, Puzzello, Slavinskas, Zakrzewski,
Coleman, Duda, Ladewski; Kevin Horton, Joyce Boyler, James
Caldwell, John Byorni, Gene Oakley, Jeff Rinard, Don Porter
and Kathleen Cekanski-Farrand.
Council Member Puzzello noted that the first item on the
agenda was to review Bill No. 72-93 which would amend the
South Bend Municipal Code by adding a Section entitled
"Consolidated Building Department Enterprise Fund" .
Mr. Kevin Horton then made the presentation. He noted that
the Bill would create the Fund as new Section 2-169.2 . He
noted that the State Board of Accounts has stated that it
would be appropriate for such a fund to be created since it
is anticipated that the Consolidated Building Department
would be a "self-sufficient department supported by user
fees" . Such an enterprise fund would have to utilize full
accrual accounting which includes depreciation of assets.
In response to a question raised by Council Member Puzzello,
it was noted that St. Joseph County would be taking similar
action on a proposed county ordinance. If any surplus is
left at the end of the year, the joint committee would make
a decision with regard to its' disposition.
Following further questions, Council Member Ladewski made a
motion, seconded by Council Member Zakrzewski, that Bill No.
72-93 be recommended favorably to Council. The motion
passed.
The Committee then reviewed Resolution No. 93-69 which is a
proposed form of lease for the property located at 609 West
Indiana Avenue. Mr. James Caldwell made the presentation.
He noted that it was basically a two (2) year term with an
option of an additional two (2) years.
Following further discussion, Council Member Ladewski made a
motion, seconded by Council Member Coleman, that Resolution
No. 93-69 be recommended favorably to Council. The motion
passed with Council Member Zakrzewski abstaining.
The Committee then discussed Bill No. 73-93 which is a Bill
levying taxes and fixing the rate of taxation for the
purpose of raising revenue to meet the necessary expenses of
the civil City of South Bend for fiscal year ending December
31, 1994. It was noted in questions raised by members of
the public by the City Controller that the overall rate
increase should be 2 . 8 percent, assuming that there is no
growth at all. He also noted that the assessed value would
not be established until November. Mr. Kevin Horton made
the presentation.
Following further discussion, Council President Luecke made
a motion, seconded by Council Member Zakrzewski, that Bill
No 73-93 be recommended favorably to Council. The motion
passed.
There being no further business to come before the
Committee, the meeting was adjourned at 5: 00 p.m.
