Lake St. The City of South Bend has received a request from Greater Friendship Missionary Baptist Church to purchase Civil City-owned property addressed 201 S. Lake St., South Bend, IN 46619. This is a vacant lot adjacent to Greater Friendship Missionary Baptist Church ‘s property addressed Vac. Lot Adj. 141 S. Lake St. This applicant is current on property taxes. Please review and provide your comments and recommendation, regarding the request for sale, no later than 07/15/2022. If you or your department do not respond, it will be assumed that there are no objections to the request to sell. NOTICE TO BIDDERS SALE OF CITY-OWNED PROPERTY Notice is hereby given that the City of South Bend, Indiana ("the City"), through its Board of Public Works (the "Board"), is offering for sale the following parcel of real estate located in South Bend, Indiana. The Board is offering the property for sale to the highest bidder in excess of the minimum offering price or otherwise in accordance with Indiana Code 36-1-11-5. Tracts with an assessed value less than $6,000.00 based on the most recent assessment of the tract are not required to be appraised. The tract’s assessed value is $2,300. for property tax purposes. The minimum offering price is $1,950. Bidders will be responsible for the cost of advertising, a sales disclosure form, transfer, and recording upon a successful negotiation and sale of the tract. The cost of advertising is estimated at $100, a sales disclosure form is estimated at $20, transferring is estimated at $10, and recording is estimated at $26. In compliance with Indiana Code 36-1-11-16, this parcel may not be sold to a person who owes delinquent taxes, special assessments, penalties, interest or cost directly attributable to a prior tax on a tract of real property listed under Indiana Code 6-1.1-24-1. Below is a generalized plan that the church has for future development. Should they be awarded the property through the BPW disposition, as Joe stated, they intend to develop the City lot for parking. If they are to be the successful bidder of the property, we intend to enter into a purchase agreement that would specifically stipulate their intention for development of the property within a specified timeframe, that meets City development standards, and provides the City a course of action to reclaim the property should they decide to not pursue development. Lake St. Our team does not support this request. The petitioner already owns a significant amount on land in the area. Without a specific development plan that demonstrates the use of the property, we think selling the property is premature at this time. There are already several underused parking areas in this neighborhood. At this time, it does not appear they need the City owned lot to proceed with their plans. The thought is that if we do allow the sale, and they are the winning bid, then we enter an agreement with them that they must build the new church before the property is transferred. Joseph R.
