bid for the above referenced project, due to the project exceeded the engineer’s estimate and the
project will be re-advertised and re-bid with an adjusted completion schedule.

Agenda Request – Reject Bids & New Request to Advertise

The Board of Public Works opened and read bids at the July 12, 2022 Board of Public Works
meeting for the subject project. One bid was received and the bids ranked as follows:

HRP Construction, Inc.$312,508.00
Assessment
In general, the Bid documents submitted by HRP Construction were found to be complete. All
critical items were submitted. However, the Bid for the project exceeded the Engineer’s Estimate
for the subject work by more than 70%. In addition, it was determined that some of the bid items
appeared to be unbalanced given the scope of work for the bid items.
Recommendation – Reject Bid and Rebid with Adjusted Completion Schedule
As a result of bid exceeding the Engineer’s Estimate and the lack of competitive bids for the subject
project, the Division of Engineering and Division of Utilities recommends the Board of Public Works
rejecting the lone bid for the subject project. The Divisions would like to rebid the project with the
following Bid Schedule:
Advertisement 1: July 29, 2022
Advertisement 2: August 5, 2022
Pre-Bid Meeting: August 10, 2022
Bid Opening: August 23, 2022
Bid Award (tentative): September 13, 2022
Attached, herein, is an updated Notice to Bidders for publication. The Bid Specifications Front
End Document will be adjusted to reflect new bid dates and updated construction schedule.

Special Contract Provisions
Purpose/Description The Division of Engineering and Division of Utilities requests the Board of
Public Works reject the lone bid received for the subject project at the
07/26/2022 BPW Meeting. The Department of Public Works would like to
readvertise since the bid received was excessively higher that the Engineer’s
Estimate for the project. A new request to advertise is provided for approval.
