bid for the above referenced project as non-responsive due to MWBE goals not met.

Four Winds Field Player Facilities Improvements
DATE: July 18, 2022
On July 12, 2022, the Board of Public Works opened and read aloud bids for the subject project.
One bid was received from Gibson-Lewis, LLC. Upon review of the bid package, it was
determined that Gibson-Lewis turned in blank M/WBE Utilization Forms. As such, they are not
able to meet the MBE and WBE goals of 1.5% and 3.9%, respectively. In accordance with the
Program Plan for the City’s MWBE Ordinance, the bid must be rejected as non-responsive.
In accordance with City procurement policy, the project will now be offered to the Open Market
to find a Contractor.
