HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE
To the Common Council of the City of South Bend:
The April 12, 1993, meeting of the Human Resources and
Economic Development Committee was called to order by its'
P Y
Chairperson, Council Member Roland Kelly, at 3 : 30 p.m. in
the Council Informal Meeting Room.
Persons in attendance included Council Members: Luecke,
Kelly, Puzzello, Slavinskas, Zakrzewski, Coleman, Duda,
Ladewski; Ernest Szarwak, Greg Mee, Mike Beitzinger, Tom
Hoffman, Don Porter and Kathleen Cekanski-Farrand.
Council Member Kelly noted that the first item on the agenda
II; was to review Resolution No. 93-34 which would designate the
property at 3300 West Sample Street as an Economic
U Revitalization Area for a five (5) year personal property
tax abatement.
Mr. Beitzinger then reviewed the report from the Department
ss ' the
of Economic Development dated March 29, 1993 , addressing p 9
request of Emtech Corporation (copy attached) . Mr. Greg
Mee, the President of the Corporation, gave a brief
presentation highlighting reasons why he believes the
Corporation qualifies for the abatement.
Following further discussion, Council Member Slavinskas made
a motion, seconded by Council Member Duda, that Resolution
No. 93-34 be recommended favorably to Council. The motion
passed.
The Committee then reviewed Bill No. 93-27 which is a
request for a ten (10) year real property tax abatement for
the property located at the southeast corner of Ireland and
Miami Roads.
Mr. Mike Bietzinger reviewed the report of the Department of
Economic Development dated March 12 , 1993 (copy attached) .
Mr. Ernest Szarwak of the Barnes & Thornburg Law Firm noted
that Phase One was the exterior work and that Phase Two will
include substantial renovation to the interior of the mall
including theater renovation. Two hundred thousand square
feet of renovation will take place costing 7 . 9 million
dollars. The project will create 138 new permanent full
time and part time jobs. He noted that a ten (10) year
abatement for Phase One was granted by the Common Council on
May 26, 1992 .
He noted that a market study had been completed showing that
residents of St. Joseph County use the mall to the greatest
degree. It is also being used by individuals from the ages
of 30 to 55 to the highest extent.
Following further discussion, Council Member Slavinskas made
a motion, seconded by Council Member Duda, that Resolution
No. 93-27 be recommended favorably to Council. The motion
passed.
In response to a question raised by Council President
Luecke, it was noted that the mall had not been reassessed
since the landscaping improvements were completed.
The Committee then reviewed Resolution No. 93-35 which is a
three (3) year real property tax abatement request for the
property located at 3722 Foundation Court and Resolution No.
93-36 which is a five (5) year personal property tax
abatement request for the same property. The owner is Aledo
Company, LLC and the lessee is O-T-D Corporation. Mr.
Bietzinger reviewed the favorable report from the Department
of Economic Development (copy attached) .
Mr. Tom Hoffman, Vice President and General Manager made a
brief presentation. He noted that the Corporation is
located in Houston as well as Illinois and that their market
is international. They have chosen South Bend as an
additional site because of its' accessibility to the toll
road and the skilled work force in the area.
Following further discussion, Council Member Duda made a
motion, seconded by Council Member Slavinskas, that
Resolution No. 93-35 and Resolution No. 93-36 be recommended
favorably to Council. The motion passed.
There being no further business to come before the
Committee, the meeting was ajourned at 4 : 00 p.m.
