HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE
To the Common Council of the City of South Bend:
The May 10, 1993 , meeting of the Human Resources and
Economic Development Committee was called to order by its'
Chairperson, Council Member Roland Kelly, at 4: 00 p.m. in
the Council Informal Meeting Room.
Persons in attendance included Council Members: Luecke,
Washington, Kelly, Puzzello, Slavinskas, Coleman, Duda
Ladewski; Mike Beitzinger, Jon Hunt, Mike Seitz, Don Inks,
George Macri, Don Porter, and Kathleen Cekanski-Farrand.
Council Member Kelly noted that the purpose of the meeting
was to review Resolution No. 93-47 which is a request of
Macri's Bakery for a six (6) year Real Property Tax
Abatement request for the property located at 212 , 214, and
214 1/2 North Niles Avenue.
Mr. Mike Beitzinger then reviewed the report of the
Department of Economic Development dated May 3 , 1993 (copy
attached) . It was noted that restaurants such a Meanwhiles
and Billie's had received tax abatements in the past.
Council Member Ladewski questioned parking and it was noted
that parking by the old Hoosier Box would be available. It
was also noted that they are requesting to have a three-way
liquor license. An artist's rendering by Cole Associates
was then shown to the Committee.
Mr. George Macri noted that this operation would be similar
to the Grape Road restaurant and would have two (2)
entrances with a courtyard effect. Council Member Puzzello
questioned whether it would be a family restaurant and was
advised that there would be no lounge.
Following further discussion, Council Member Slavinskas made
a motion, seconded by Council Member Duda, that Resolution
No. 93-47 be recommended favorably subject to the condition
that there be no three-way liquor license and that only beer
and wine would be permitted. The motion passed.
Council President Luecke noted that Barry Adams, who is the
contractor, falls outside of the current NRA and wishes to
build a single family housing unit and receive tax
abatement. Overall he proposes that twelve (12) to fifteen
(15) houses be built.
Council Member Ladewski questioned what the overall
advantages would be and it was noted by Council President
Luecke that abatement would be needed in order for financing
to take place.
Council Member Duda voiced concern with regard to 100%
abatement over a five (5) year period. Council Member
Coleman stated that he believes it is a great idea and
perhaps could be seen as a project program.
Council President Luecke stated that he would advise Mr.
Adams to file as a special case for tax abatement
consideration.
There being no further business to come before the
Committee, the meeting was adjourned at 4: 35 p.m.
