Committee Report
PUBLIC SAFETY COMMITTEE
To the Common Council of the City of South Bend:
The October 12, 1992 , meeting of the Public Safety Committee
was called to order by its Chairperson, Council Member
Eugene Ladewski, at 4 : 55 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members Luecke,
Washington, Kelly, Puzzello, Slavinskas, Zakrzewski,
Coleman, Duda, Ladewski, Assistant Chief Dan Mirocha,
Assistant Chief Bert Prawat, members of the News Media, and
Kathleen Cekanski-Farrand.
Council Member Ladewski noted that the purpose of the
meeting was to review Substitute Bill No. 76-92 which would
appropriate $177, 667 . 00 from the Emergency Medical Services
Capital Improvement Fund.
Assistant Chief Prawat then reviewed the Bill. He noted
that $24 , 667 . 00 reflects the semi-annual lease-purchase
payment, that $65, 000. 00 would pay for the refurbishing of
Engine No. 7, with the remainder being used to purchase fire
equipment for the replacement of a grass truck and four (4)
automobiles.
In response to a question raised by Council Member
Slavinskas it was noted that the $65, 000. 00 would be used to
refurbish Engine No. 1 which will become Engine No. 7.
Assistant Chief Mirocha noted that this vehicle currently
has between 60, 000 to 65, 000 miles and was made in 1983 . It
will be refurbished so that it will have a four (4) person
cab and it should last an additional ten (10) years. It was
also noted that this work would be done in Tipton, Indiana.
In response to a question raised by Council Member Ladewski
it was noted that the grass truck is an old army jeep. Its
replacement will be part of the five (5) year Capital
Improvement Plan. Council Member Kelly questioned whether a
Hummer is being considered, it was noted that a Hummer costs
between $60, 000 to $65, 000.
Following further discussion, Council Member Kelly made a
motion seconded by Council Member Washington that Substitute
Bill 76-92 be recommended favorably to Council. The motion
passed.
Council Member Ladewski noted that he is working with the
City Attorney's Office regarding the issue of whether taxi
cab drivers should have extra safety protection as a part of
their vehicles. A report on this topic is expected later
this year.
Council President Luecke noted that there is a City
Committee studying the issues of taxi cab and that Council
Member Ladewski would be the Council appointee to that
committee.
Council Member Ladewski also noted that he has been asked to
review whether fines for those individuals who park in front
of fire hydrants should be increased. The current fine
amount is $5. 00. The Council Attorney noted that in her
studies to date that the average fine throughout the State
of Indiana is $15. 00 to $25. 00 with many communities
charging more than that amount.
There being no further business to come before the Committee
the meeting was adjourned at 5: 05 p.m.
