HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE

The July 13, 1992 meeting of the Human Resources and Economic Development
Committee was called to order by its Vice Chairperson Lee Slavinskas at 3:30 p.m. in the
Council Informal meeting room.
Persons in attendance included Council Members Coleman, Ladewski, Washington,
Slavinskas, Puzzello, Luecke, and Duda; Beth Leonard, Jon Hunt, Terry Bland, Aladean
DeRose, Tim Hartzer, and Kathleen Cekanski-Farrand.
Council Member Slavinskas noted that the first item on the agenda was to review the tax
abatement requests for 311 East Colfax for Brett Plaza One. Jon Hunt noted that the
petitioner indicated that he would not be present at the meeting and requested that this
matter be continued until the meeting of July 27, 1992.
The next item on the agenda was to review Bill No. 42-92 which would transfer
$33,500.00 within accounts of the Department of Economic Development.
Beth Leonard and Jon Hunt reviewed the Bill. It was noted that engineering services
would be reduced by$33,500.00 and that the following would be increased:
Northeast Neighborhood Planning $15,000.00
Work Force Development Services $ 7,500.00
Manufacturing Technology Center $ 5,000.00
Michiana Area Council of Governments $ 6,000.00
It was noted that the revitalization efforts of the Northeast Neighborhood would be similar
to the West Washington Revitalization Program. The Work Force Development Services
are in conjunction with the Chamber of Commerce focusing on minority employment.
Council Member Puzzello spoke in favor of the Bill and in particular the funding for the
Northeast Neighborhood Planning.
Following further discussion, Council President Luecke made a motion seconded by
Council Member Washington that Bill No. 42-92 be recommended favorably to Council.
The motion passed.
Council Member Slavinskas then noted that the next item on the agenda was to review No.
45-92 which would amend Chapter 2 of the South Bend Municipal Code. This Ordinance
would seek to conform the South Bend Human Rights Ordinance with the Federal and
State Housing Legislation, and also would provide rights and remedies substantially
equivalent to those granted under State and Federal law. Additionally, it would enlarge the
compensatory damages in employment discrimination cases under the Civil Rights Act of
1991.

Aladean DeRose of the City's Legal Department then reviewed Substitute Bill No. 45-92
and highlighted the amendatory language. She noted that such an Ordinance is required in
order to be eligible for HUD funding. It was noted that HUD has a deadline of September
15, 1992 for such changes. It was also noted that ADA changes would be addressed in a
later Ordinance.
Following further discussion, Council Member Duda made a motion, seconded by Council
Member Washington, that Substitute Bill No. 45-92 as amended be recommended
favorably to Council. The motion passed.
Under miscellaneous business it was brought to the Committee's attention by the Council
Attorney that a request has been received to suspend the rules for Bill No. 58-92 which
would authorize the City to amend the "Amended Agreement of Operations Between the St.
Joseph County Hotel-Motel Tax Board of Managers and the South Bend Civic Center
Board of Managers and the City of South Bend".
Mr. Tim Hartzer a member of the Hotel-Motel Board made the presentation.He noted that
approximately 1.8 million dollars of renovations to the Century Center is being done as a
part of the bond, with an additional $800,000.00 for the Studebaker Museum. This
Ordinance would authorize amendments to the Agreement. It was noted that payments
would begin at $225,000.00 and would increase to $400,000.00 in the year 2001. A
closing on the Bonds is to take place tomorrow.
Council Member Coleman spoke in favor of the suspension and suggested touring the
Center since the changes are the most significant ones being made since 1977. There was
no formal action taken by the Committee on this request.
Following further discussion, the meeting was adjourned at 4:00 p.m.
