The November 23, 1992 meeting of the Personnel and Finance Committee and the Utilities
Committee was called to order at 4:50 p.m. by Council Members Puzzello and Zakrzewski
in the Council Informal Meeting Room.
Persons in attendance included Council Members Luecke, Puzzello, Coleman,
Washington, Kelly, Slavinskas Zakrzewski, Duda and Ladewski; Brian Hedman, Liz
Rowell, John Leszczynski, Ernest Szarwark, Jon Hunt, Jeff Rinard, Kevin Horton, John
Stancati,Don Porter, and Kathleen Cekanski-Farrand.
Mr. Horton noted that Brian Hedman of Century Center is requesting that the Century
Center budget not be acted upon at this evening meeting. Me. Hedman requested that it be
postponed until December to allow the Century Center Board of Managers to meet on the
administrative cost line item as well as the personnel items.
Council Member Puzzello stated that she would not be willing to adjust any salaries at this
time. Council Member Ladewski also stated that he would not be willing to adjust salaries
and would be against an 8% request in salaries as requested by the Board of Century
Center Managers. Mr. Horton noted that at this point he would be agreeable to having the
administrative fee being phased in over a three year period.
The Committee then reviewed Bill No. 94-92 which would appropriate monies for the
purpose of defraying expenses from designated enterprise funds. It was noted that Section
II does not include the Century Center cost center.
Council Member Puzzello noted that there is currently a two-fold issue, namely the
administrative fee and the salary increases. Council Member Puzzello made a motion that
Bill No. 94-92 be sent to Council without recommendation. The motion did not receive a
second and therefore failed.
Council Member Zakrzewski made a motion, seconded by Council Member Slavinskas, to
delete the Century Center from the Bill and have it continued until the meeting of December
14, 1992. The motion passed.
Council Member Luecke noted that if the full Council would act favorably on this request
that it would be doing so as a courtesy to the Century Center Board of Managers, however
the Council would be reviewing the administrative fee portion only. He hoped that the
communication problems between the City Administration and the Century Center Board of
Managers could also be healed during this extended period of time.
Council Member Ladewski questioned Mr. Hedman as to when the next Century Center
Board meeting would be. Mr. Hedman was uncertain but stated that they would meet
within the next two weeks.

Mr. Jeff Rinard then reviewed the Solid Waste budgets and handed out revised pages 2-10,
2-11 and 2-12. Council President Luecke made a motion seconded by Council Member
Coleman that the amended pages be accepted. The motion passed.
li Mr. Rinard then presented revised pages 4-2, 4-3 and 4-5 of the Water Works budget.
Following discussion Council President Luecke made a motion seconded by
Council Member Coleman to accept these pages. The motion passed.
Council Member Luecke noted that if rate increases are not passed then he would expect the
Administration to operate under current program levels with only adjustments being those
made for salaries as bargained for.
John Leszczynski noted that the City Administration would not order any new equipment
or hire any new employees until the fee ordinance was properly acted upon by the Common
Council.
Mr.Horton also noted that a revised budget would be submitted to the Common Council if
the Council failed to act upon a fee adjustment ordinance.
Following further discussion Council Member Slavinskas made a motion, seconded by
Council Member Coleman, that Bill No. 94-92 be recommended favorably to Council. The
motion passed.
There being no further business to come before the Committee the meeting was adjourned
at 5:30 p.m.

It is noted that although Bill No. 93-92 which would authorize the issuance of Revenue
Bonds for the Waterworks Department, the Committees did not take action on this 5.1
million dollar request.
