HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMI'1"1'EE
to the Common 'ouituil of the City of South 1140:
The November 23, 1992 meeting of the Human Resources and Economic Development
Committee was called to order at 5:30 p.m. in the Council Informal Meeting room by its
Chairperson Council Member Roland Kelly.
Persons in attendance included Council Members Luecke, Puzzello, Coleman,
Washington, Kelly, Slavinskas, Zakrzewski, Duda and Ladewski; Beth Leonard, Mike
Beitzinger, Jon Hunt, Earnest Szarwark, Mike Kaiser, Melvin and Sondra Sondra Hartz,
Don Porter, and Kathleen Cekanski-Farrand.
Council Member Kelly noted that the first item on the agenda was to review Bill No. 96-92
which would appropriate $130,000.00 from the UDAG fund to be used to defray
administrative expenses.
Beth Leonard reviewed the bill. She noted that it would appropriate $130,000.00 in funds
received from One Michiana's Squares repayment on their UDAG loan.
Council Member Slavinskas stated that he voiced concern with regard to this proposal
during the initial budget procedure and still has a concern but would vote in favor of the
proposed bill. Council President Luecke state that he believes that the appropriation is
appropriate for planning and therefore would also be in favor of the bill.
Following further discussion, Council Member Duda made a motion, seconded by Council
Member Washington, that Bill No. 96-92 be recommended favorably to Council. The
motion passed.
The Committee then reviewed Bill No. 97-92 which would appropriate $2, 994,000.00
from the Community Development Block Grant Fund. Beth Leonard reviewed the Bill.
She stated that she would be back to the Council once the exact dollars are approved by the
Federal Government. She state that the proposal incorporates the same community
development program as state in the preliminary statement.
Following further discussion Council Member Slavinskas made a motion, seconded by
Council Member Duda, that Bill No. 97-92 be recommended favorably to Council. The
motion passed.
The Committee then reviewed Resolution No. 92-82 which is a six year real property tax
abatement request for P.A.I. properties for the property located at 3601 Lathrop Street.
Mr. Mike Beitzinger reviewed the report from the Department of Economic Development
dated October 22, 1992 (copy attached).
Mr. Ernest Szarwark the attorney for the Petitioner noted that sixty existing jobs would
remain and that ten new jobs would be created. He noted that the Petitioner is the owner of
property which is leased to North American Signs,Inc.

Following further discussion, Council Member Slavinskas made a motion, seconded by
Council Member Duda, that Resolution No. 92-82 be recommended favorably to Council.
The motion passed.
The Committee then reviewed Resolution No. 92-83 which is a ten year real property tax
abatement request for Lock Joint Tube Inc. located at 1400 Riverside Drive.
Mr. Mike Beitzinger then reviewed the report from the Department of Economic

Mr. Mike Kaiser of Lock Joint Tube noted that volume has increased resulting in increased
expansion needs. Seventy new jobs have been added since March of this y ear. Without
the tax abatement he notes that seventy jobs would have been eliminated.
Following further discussion, Council President Luecke made a motion, seconded by
Council Member Duda, that Resolution No. 92-83 be recommended favorably to Council.
The Committee then reviewed Resolution No. 92-84 which is a tax abatement request for
five years of personal property tax abatement for Mac Tool and Engineering Inc. located at
2820 Viridian Drive.
Mr. Mike Beitzinger reviewed the Department of Economic Development report dated
November 6, 1992.
Mr. Melvin Hartz then showed prototypes to the Council which are made by the company.
He noted that the company is 4 1/2 years old and that 60% of their business is exported to
areas outside of the area.
Following further discussion, Council President Luecke made a motion, seconded by
Council Member Slavinskas, that Resolution No. 92-84 be recommended favorably to
� Council. The motion passed.
There being no further to come before the Committee the meeting was adjourned at 5:50
p.m.
