The Youth Advisory Council has been a valuable resource in enhancing the
Troy Warner citizenship skills of those of high school age grades 9-12 and serving the best interests
Fourth District of youth in South Bend. The cur-rent ordinance restricts members of the Youth
Advisory Council to residents of the City of South Bend,Indiana.Public and private
Eli Wax schools in South Bend include many students who are not residents of the City, but
Fifth District who can nevertheless benefit from enhanced citizenship skills and serve the best

residency requirements for Youth Advisory Council members and make all high
Sixth District school age grades 9-12 youth living in St. Joseph County, Indiana eligible to serve

ORDINANCE NO.
AN ORDINANCE OF THE COMMON COUNCIL OF SOUTH BEND, INDIANA,
AMENDING CHAPTER 2,ARTICLE 1, SECTIONS 2-12.1(a) AND 2.21.1.2(b)(3) and (4),
OF THE SOUTH BEND MUNICIPAL CODE TO CHANGE THE RESIDENCY
RESTRICTION OF YOUTH ADVISORY COUNCIL MEMBERS
STATEMENT OF PURPOSE AND INTENT
The Youth Advisory Council has been a valuable resource in enhancing the citizenship skills of
those of high school age grades 9-12 and serving the best interests of youth in South Bend. The
current ordinance restricts members of the Youth Advisory Council to residents of the City of
South Bend, Indiana. Public and private schools in the City of South Bend include many students
who are not residents of the City, but who can nevertheless benefit from enhanced citizenship
skills and serve the best interests of youth in the South Bend area. These amendments remove the
South Bend residency requirements for Youth Advisory Council members and make all high
school age grades 9-12 youth living in St. Joseph County, Indiana eligible to serve on the
Council.
NOW, THEREFORE,BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA, as follows:
Section I. Chapter 2, Article 1, Section 2-12.1(a) is hereby amended to read:
(a) A Youth Advisory Council is created for those of high school age grades 9-12. A Youth
Advisory Council is established to enhance citizenship skills and to serve the best interests
of youth in St. Joseph County the City of South , Indiana.
Section II. Chapter 2, Article 1, Section 2-12.1.2(b)(3) and (4) are hereby amended to read:
(3) An Application Review Board shall review all applications.All youth interested in
representing a Councilmanic District must be a resident of St. Joseph County the
mod, Indiana.
(4) An Application Review Board shall review all applications received from the Office of the
City Clerk requesting consideration for appointment as a Youth Advisory Council Member.
All youth interested in serving as a Youth Advisory Council member must be a resident of
the City of South Bend St. Joseph County, Indiana and must represent the rich diversity of the
community.
SECTION III. This Ordinance shall take effect upon passage by this Common Council,
approval by the Mayor, and any publication required by law.
