The December 28, 1992 meeting of the Human Resources and Economic Development
Committee was called to order by its Chairperson, Council Member Roland Kelly at 4:30
p.m. in the Council Informal Meeting Room.
Persons in attendance included Council Members Luecke, Coleman, Puzzello,
Washington, Kelly, Slavinskas, Zakrzewski, Ladewski; George Herendeen, Kevin
Horton, William Eagan, Ralph Komasinski, Don Inks, Mike Beitzinger, Don Porter and
Kathleen Cekanski-Farrand.
Council Member Kelly noted that the first item on the agenda was to review Bill No. 188-
92 which would amend Article VI of Chapter 2 of the Municipal Code addressing "Tax
Abatement Procedures". Mr. Don Inks reviewed the Bill. He noted that in light of the
information provided previously (copy attached) that fee increases would be necessary. He
noted that if the suggested fee increases were in place for the 1992 calendar year, that
through October of this year, there would have been paid to the City$23,000.00.
The Council attorney questioned whether the City Clerk's fee should be adjusted since it
has remained at that amount since the inception of this Bill. She also noted that there was
no charge incorporated within the suggested fee structure for the amount of time spent with
her office and Mr. Beitzinger with regard to the review of each petition.
Council Member Slavinskas questioned whether all of the fees should be paid up front.
Mr. Inks stated that it is his understanding that currently fees are paid and receipted into the
miscellaneous revenue account. He is suggesting that a portion of the fee be paid to offset
the operating expenses of the specific department.
The Council Attorney questioned what would be receipted back to a petitioner if a tax
abatement is taken away. She suggested that specific language to clarify this situation be
incorporated.
The Council President noted that he would prepare amendatory language on this topic.
Following further discussion, Council Member Slavinskas made a motion, seconded by
Council Member Washington, that Bill No. 118-92 with the proposed amendment be
recommended favorably to Council. The motion passed.
The Committee then reviewed Resolution No. 92-97 which is a three year real property tax
abatement for Policemen's Federal Credit Union. Mr. George Herendeen, the attorney for
the Petitioner, made the presentation after the review of the report by Mr. Mike Beitzinger
(copy attached). Mr. Herendeen noted that they would be leaving their new building on
Lafayette Street to the Main Street location. He further noted that even in light of the
proposed tax abatement that the Petitioner would be paying more taxes at the new location.
Council Member Ladewksi asked who is eligible to join the Policemen's Federal Credit
Union, and Mr. Herendeen listed the Board based clientele. The general manager of the
Policemen's Federal Credit Union also noted that civilians are permitted under certain
circumstances to be members. There are over 3100 members of the Union.

Council Member Slavinskas spoke as a Board Member of the South Gateway Improvement
Association. He said that this new building and the specific use for which it is to be used
will be a welcome addition to the area.
Following further discussion, Council Member Slavinskas made a motion, seconded by
Council Member Washington, that Resolution No. 92-97 be recommended favorably to
Council. The motion passed.
There being no further business to come before the Committee,the meeting was adjourned
at 5:00 p.m.
