On October 26, 2021, the South Bend Common Council passed Ordinance No. 10817-21, which fixed
maximum salaries and wages of appointed officers and non -bargaining employees of the City of South Bend
for the calendar year 2022. This ordinance was subsequently amended by Council passage of Ordinance No.
10844-22 on February 14, 2022.
We now request six additional amendments to this non -bargaining salary ordinance.
Revise the salary caps for two positions within the Department of Community Investment. The City
has been experiencing turnover in these positions and the increase in pay will help retain strong
candidates. Additionally, these positions will take on additional duties related to the administration
of American Rescue Plan -funded programming, especially programming related to the Home Repair
and Housing Financing programs:
o Neighborhood Program Specialist: $53,602 4 $60,000 (11.94%)
o Neighborhood Program Specialist — Lead: $54,325 —) $60,000 (10.45%)
Revise the salary caps for four positions within the Applications team in the Department of
Innovation & Technology. These positions are difficult to recruit and highly competitive, and these
changes are designed to get the City closer to the 200, percentile of average salary for similar
positions in our area. The cost of the increased salary and benefits for these positions for the
remainder of 2022 is within the current 2022 appropriation:
o Applications Developer 1: $61,418 4 $68,788 (12%)
o Applications Developer 1L• $66,511 4 $74,492 (12%)
o Assistant Director of Applications: $76,163 � $85,302 (12%)
• Note that this change also comes with a request for a new title. This position was
formerly referred to as "Manager — Applications".
o Director of Applications: $82,480 4 $89,078 (8%)
These proposed changes are highlighted on the attached detailed salary ordinance for your convenience.
1 will present this bill to the Common Council at the appropriate committee and Council meetings. It is
requested that this bill be filed for 1st reading on June 13, 2022 with 2nd reading, public hearing and 3rd
reading scheduled for June 27, 2022.

INDIANA, AMENDING ORDINANCE NO. 10817-21, WHICH FIXED MAXIMUM
SALARIES AND WAGES OF APPOINTED OFFICERS AND NON -BARGAINING
EMPLOYEES OF THE CITY OF THE CITY OF SOUTH BEND FOR CALENDAR
YEAR 2022, TO AMEND THE 2022 MAXIMUM SALARIES FOR FOUR FULL-TIME
POSITIONS
STATEMENT OF PURPOSE AND INTENT
On October 26, 2021, the South Bend Common Council passed Ordinance No. 10817-21,
which fixed maximum salaries and wages of appointed officers and non -bargaining employees of
the City of South Bend for the calendar year 2022. This ordinance was subsequently amended by
Council passage of Ordinance No. 10844-22 on February 14, 2022.
Since the enactment of Ordinance No. 10817-21, the City's executive has notified the
Common Council that new circumstances have occurred which did not exist in October 2021.
These circumstances necessitate the modification of the list of positions in the referenced
attachment to Ordinance No. 10817-21. This attachment consists of a list by title of all non -
bargaining City positions and their maximum salaries.
Specifically, this ordinance amends the maximum salary rate for two positions within the
Department of Community Investment (Neighborhood Program Specialist and Neighborhood Program
Specialist — Lead), and amends the maximum salary rate for four positions within the Department of
Innovation & Technology and requests a title change for one of those positions (Applications Developer I,
Applications Developer II, Assistant Director of Applications (currently referred to as the "Manager -
Applications"), and Director of Applications).
The increased cost of salary and benefits stemming from the changes to these positions for
the remainder of 2022 is within the current 2022 appropriation for these departments.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana, as follows:
SECTION I. Ordinance No. 10817-21 is hereby amended to include the non -bargaining
positions and maximum salaries set forth in the amended attachment to Ordinance No. 10817-21,
incorporated herein as Attachment A. The six positions affected by this ordinance (Neighborhood
Program Specialist, Neighborhood Program Specialist — Lead, Applications Developer I, Applications
Developer II, Assistant Director of Applications, and Director of Applications) are highlighted in
yellow for ease of identification.
IN
SECTION II. All other portions and sections of Ordinance No. 10817-21 are unaffected
by this amendment and are reconfirmed.
SECTION III. This ordinance shall be in full force and effect from and after its passage
by the Common Council and approval by the Mayor (retroactive to January 1, 2022).
