The staff report was presented by Adam Toering.
Staff Recommendation: Staff recommends dividing the project into two components:
A) RETROACTIVE replacement of the rear porch posts, railings, and spindles: Staff
recommends denial. Porches of this architectural style were often supported by
turned posts and delicate spindles and railings.
B) Extension of the existing south shed dormer over the front entrance stoop: Staff
recommends approval, subject to an amended design with turned
decorative posts. Porches of this architectural style were often supported by
turned posts and delicate spindles and railings.

After due consideration, the following action was taken:
Upon a motion by Sarah Andrews, seconded by Elizabeth Hertel, and unanimously
carried by vote, the Historic Preservation Commission APPROVES splitting Certificate of
Appropriateness Application #2022-0418 into two parts, A and B.
Vote: 6-0. Six in Favor, none opposed -

CITY OF SOUTH BEND HISTORIC PRESERVATION COMMISSION
Upon a motion by Joan Downs-Krostenko, seconded by Elizabeth Hertel, and
unanimously carried by vote, the Historic Preservation Commission approves the
amendment of COA#2022-0418A to all posts need to match, not be wrapped, remand the
design to staff and waive any future fees.
Vote: 6-0. Six in Favor, none opposed.
Motion was approved
Upon a motion by Joan Downs-Krostenko, seconded by Elizabeth Hertel, and
unanimously carried by vote, the Historic Preservation Commission APPROVES
Certificate of Apprupriateness Application #2022-0418A.
Vote: 6-0. Six in Favor, none opposed
COA#2022-0418A was approved
Upon a motion by Joan Downs-Krostenko, seconded by Elizabeth Hertel, and
unanimously carried by vote, the Historic Preservation Commission approves the
amendment of COA#2022-04186 the porch shall be extended to the corner of the current
stoop/porch, the turn posts will match the rest of the house, any railing and spindle that
needs to be considered be remanded to staff.
Vote: 6-0. Six in Favor, none opposed.
Motion was approved
Upon a motion by Joan Downs-Krostenko, seconded by Sarah Andrews, and
unanimously carried by vote, the Historic Preservation Commission APPROVES
Certificate of Appropriateness Application #2022-04186.
Vote: 6-0. Six in Favor, none opposed.

Upon a motion by David Wyncott, seconded by Sarah Andrews, and unanimously carried
by vote, the Historic Preservation Commission APPROVES Certificate of
Appropriateness Application #2022-0428.
Vote: 6-0. Six in Favor, none opposed.
COA#2022-0428 was approved.
