I. EXECUTIVE SESSION
The Board of Public Safety met in Executive Session on Friday, May 20, 2022 and again on
Friday, May 27, 2022 for purposes as specified in I.C. 6-14-1.5-6.1(b)(9) to discuss a job
performance evaluation of an individual employee and I.C. 5-14-1.5-6.1(b)(7) for discussion of records classified as confidential by statute (I.C. 5-14-3-4(a)(9)).
The Executive Session began on May 20, 2022 at 9:00am in the Auditorium of the South Bend
Police Department, 701 W. Sample St., South Bend, IN 46601. Board of Public Safety Members
Dan Jones, Melissa Colpitts, Lee Ross, and Al Kirsits were present. Also present were Board Attorney Danielle Weiss, Hearing Officer Roland Chamblee, Attorney Kylie Connell, Chief Scott Ruszkowski, Division Chief Dan Skibins, Attorney Tom Dixon, and Officer Justin Tidey. Dr. Stephen Moffitt entered the meeting virtually at 9:21AM and exited at 9:59AM. Assistant
Chief Eric Crittendon entered the meeting virtually at 10:00am and exited at 10:57am. Dr.
Christopher Balint entered the meeting virtually at 11:00am and exited at 11:58am. Dr. Brian Ratigan entered the meeting virtually at 12:11pm and exited at 12:42pm. The meeting was adjourned at 12:43pm, and set to be reconvened on Friday, May 27, 2022 at 8:30am.
The Executive Session reconvened on May 27, 2022 at 8:30AM in the Command Staff Room of
the South Bend Police Department, 701 W. Sample St., South Bend, IN 46601. Board of Public Safety Members Dan Jones, Melissa Colpitts, Lee Ross, and Al Kirsits were present. Also present were Board Attorney Danielle Weiss, Hearing Officer Roland Chamblee, Attorney Kylie Connell (virtual), Chief Scott Ruszkowski, Attorney Tom Dixon, and Officer Justin Tidey. Dr.
Tyler McGregor entered the meeting virtually at 8:30am and exited at 8:58am. Gloria Estrada-
Lopez entered the meeting at 10:27am and exited at 1:01pm. Assistant Chief Eric Crittendon entered the meeting at 2:01pm and exited at 2:06pm. At 2:28pm, Attorney Kylie Connell, Chief Scott Ruszkowski, Attorney Tom Dixon, and Officer Justin Tidey left the meeting. The Executive Session concluded at 4:16pm.
No subject matter was discussed in any portion of the Executive Session other than the subject matter specified in in I.C. 6-14-1.5-6.1(b)(9) to discuss a job performance evaluation of an individual employee and I.C. 5-14-1.5-6.1(b)(7) for discussion of records classified as confidential by statute (I.C. 5-14-3-4(a)(9)).
