BPW Updates to IPC Board:
Bid/Quote Openings with MWBE Goals for the period of January – May 25, 2022
1. Sibley Center Exterior Renovation – No bids on 1.11.2022
a. Path forward: Open Market contract awarded to Slatile at 5/10 BPW Meeting
b. Contract Goals:
i. MBE: 3.4% [met via 1st Class Logistics]
ii. WBE: 4.5% [met via JMH Roofing]
c. Contract amount: $218,000
2. Coveleski Stadium Field Lighting Installation – No bids on 1.11.2022
a. Awarded as Open Market Contract on 1.25.2022
b. Contract Goals:
i. MBE: 1.2% [met via Kennedy Expressline]
ii. WBE: 4.3% [met via CoreBore and V&R Trucking]

3. 2021 Community Crossings Paving Round 2 – Received two (2) bids on 1.25.2022
a. Awarded to Reith Riley on 2.22.2022 after securing additional funding as both bids were
over the available budget.

ii. WBE: 6.04% [met via Montgomery Trucking 2.01%, Traffic Control Specialists
2.65%, State Barricading 1.38%]

4. Studebaker Fountain Water Improvement Project – Received one (1) quote on 1.25.2022
a. Quote rejected as non-responsive and proceeded to the open market - awarded as
Open Market Contract on 3.8.2022 to Selge Construction (only one open market
contract response)
b. Contract Goals:
i. MBE: 1.3% [met via JBL Signal and Lighting 3.8%]
ii. WBE: 4.3% [met via BUC Construction Supply 11.4%, State Barricading Inc. 2.3%]
c. Contract Amount: $158,440.50
5. Walker Field House Restoration Project – No quotes on 2.22.2022
a. Path forward: Rescope and requote on 5.10.2022 – No quotes on 5.10.2022

iii. Lone quote from Trucks R Us rejected due to lack of good faith efforts to obtain
WBE participation. Note: $135.00 per truck per hour cost included 10% MBE
participation and no WBE participation.
c. Contract Goals for Open Market Quote – unchanged
i. Unit price with 10% MBE [Kennedy Expressline], $145.00 per truck per hour. 896
hours of trucking time available
ii. Unit price with 6.4% MBE [Kennedy Expressline] and 10.5% WBE [San
Corporation Trucking], $185.00 per truck per hour. 702 hours of trucking time
available.
iii. Quote accepted with 10% MBE goal. Lower cost and more available trucking
hours were most important to the trucking and hauling project. The nearest
available responsive WBE to perform work was in Crown Point which impacted
the higher cost quote that could meet the goal. Goal waiver will be required.
d. Initial Contract PO issued for $105,000; Total Project Budget available $130,000.
7. Randolph Park Area Improvements – Received three (3) bids on 3.8.2022
a. Awarded to Milestone Contractors North, Inc. on 4.12.2022
b. Contract Goals:
i. MBE: 4.7% [met via C. Lee Construction 4.73%]
ii. WBE: 2.4% [met via V&R Trucking 0.65% and Slusser’s 1.8%]
