The April 8, 1991 Meeting of the Human Resources and
Economic Development Committee was called to order by its
Chairperson, Council Member Steve Luecke at 3:48 p.m. in the
Council Informal Meeting Room.
Persons in attendance included Council Members Zakrzewski,
Ladewski, Coleman, Duda, Soderberg, Puzzello, Luecke,
Slavinskas, and Niezgodski; Mr. George W. Hoffman, President
and CEO of AE Piston Products, Inc. , Mr. David Stopczynski,
Hedy Robinson, Don Porter, and Kathleen Cekanski-Farrand.
Council Member Luecke noted that Resolution No. 91-26 which
is a confirming Tax Abatement Resolution for the property
located at 113 East Wayne Street, would be continued in
light of technical difficulties, to the meeting of April 22,
1991.
Council Member Luecke also noted that Resolution No. 91-28
which is a Declaratory Tax Abatement Resolution for the
property commonly known as 4622 Burnett Drive South, for SM.
OR. Cases, Inc. , will also be continued until the April 22,
1991 meeting. He stated that both of these Resolutions will
be discussed with the Council Attorney before formal action
will be taken.
Council Member Luecke noted that the next item to be
reviewed was Resolution No. 91-27 which is a Declaratory
Resolution for the property commonly known 22255 West
Cleveland Road, a petition for Personal Property Tax
Abatement for AE Piston Products, Inc.
Hedy Robinson then reviewed the March 21, 1991 report from
the Department of Economic Development (copy attached) .
Mr. George W. Hoffman, the President and CEO, noted that the
project would create 29 new permanent full-time jobs, with a
new annual payroll of $888,000.00. He also noted that the
tax abatement would enable the Company to maintain 177
existing full and part-time jobs, which have an annual
payroll of $6, 000, 000.00. The total project cost is
estimated at $5, 600,000. 00. He stated that there were two
production lines 2 years ago, and that since then a third
line has been added. An additional fourth line is now
operable. Their major clients include Buick, Cadillac, and
Ford.
Council Member Luecke noted that he toured the plant
approximately two years ago, and congratulated officers of
AE Piston for their contributions to our community. It was
noted in a response to a question raised by Council Member

Coleman, that the turnover rate of personnel is less than
2%.
Following favorable discussion, Council President Niezgodski
made a motion seconded by Council Member Slavinskas that
Resolution No. 91-27 be recommended favorably to Council.
The motion passed.
Council Member Slavinskas then raised questions with regard
TIF districts and the financing of Airport 2010. Council
Member Luecke stated that he would follow up with the City
Administration with regard to Council Member Slavinskas's
concerns.
There being no further business to come before the
Committee, the meeting was adjourned at 4: 08 p.m.
