The January 28, 1991 meeting of the Human Resources and
Economic Development Committee was called to order by it's
Chairperson, Council Member Steve Luecke, at 4 : 18 p.m. in
the Council Informal Meeting Room.
Persons in attendance included Council Members Luecke,
Niezgodski, Duda, Soderberg, Puzzello, Slavinskas,
Zakrzewski, Coleman, and Ladewski; Elizabeth Leonard, Jon
Hunt, Don Porter, and Kathleen Cekanski-Farrand.
Council Member Luecke began the meeting by welcoming new
Council Member, Eugen Ladewski, to his first official
Committee Meeting of the South Bend Common Council.
Council Member Luecke noted that the meeting was called to
review Bill No. 5-91 which would appropriate $92 , 000. 00
among various accounts within the Department of Economic
Development.
Elizabeth Leonard, the Director of Financial and Program
Management, stated that $30, 000. 00 will pay for engineering
services for various Economic Development projects,
$31, 000. 00 will be spent on planning activities in
compliance with the Mayor's Housing Form recommendations,
$6, 000. 00 will be spent to assist on the purchase of a
computer mapping system, and $15, 000. 00 will be spent for
temporary staff support for the Division of Human Rights.
Council President Niezgodski questioned whether the
$15, 000. 00 appropriation was in response to his concern over
the backlog of cases. Mr. Hunt stated that the monies
involved would be in addition to the staffing vacancies.
Council Member Puzzello also stressed the need to address
the 2 to 3 year backlog currently within the Division of
Human Rights.
Council Member Slavinskas questioned the funding source and
was advised that it was program revenue. Council Member
Luecke noted that there were basically funding sources
involving Urban Development Action Grant Reimbursement Funds
(UDAG) namely; the Ethanol Plant; One Michiana Square; and
the 1st Source - Marriot Complex.
Council Member Luecke addressed several items regarding the
$41, 000. 00 appropriation for Plan activities, which would be
in compliance with the Mayor's Housing Form recommendations.
Mr. Hunt noted that it would be citywide and would address a
housing plan and a neighborhood plan.

Council Member Puzzello suggested that they start with
neighborhoods of the greatest in the Northwest and the
Northeast, and further suggested that zoning concerns also
be addressed.
Mr. Hunt noted that they anticipate utilizing the computer
mapping systems and would work closely with the Police
Department and the Code Enforcement Department.
Council Member Luecke questioned whether neighborhood
profiles would again be utilized. Mr. Hunt stated that he
would prefer to work on a block by block approach and
address land concerns, zoning concerns, and public works
needs. He stated that they should provide a technical role
and work cooperatively with neighborhood groups and not for
profit agencies.
Council Member Soderberg questioned how much additional
funding would be needed for the computer mapping system in
addition to the $6, 000. 00 appropriation. Mr. Hunt stated
that Chief Ron Marciniak would be available to address this
at the regular Council Meeting this evening..
Following further discussion, Council Member Slavinskas made
a motion seconded by Council President Niezgodski that Bill
No. 5-91 be recommended favorably to Council . The motion
passed.
There being no further business to come before the
Committee, the meeting was adjourned at 4 : 32 p.m.
