The January 14, 1991 meeting of the Human Resources and
Economic Development Committee was called to order by its
Chairperson, Council Member Steve Luecke at 4 : 18 p.m. in the
Council Informal Meeting Room.
Persons in attendance included Council Members Zakrzewske,
Soderberg, Coleman, Puzzello, Niezgodski, Slavinskas,
Luecke, and Duda; Don Porter, Jon Hunt, Cynthia Love-Bush,
Ann Kolata, James Cook, John Byorni, and Kathleen Cekanski-
Farrand.
Council Member Luecke began the meeting by introducing
Members of the Committee namely: Council Members Duda,
Slavinskas, Niezgodski, and himself.
Council Member Luecke noted that the purpose of the meeting
was to discuss three Bills sent to Committee for review and
recommendation.
Cynthia Love-Bush, the Executive Director of the Human
Rights Commission, then reviewed Bill No. 110-90 which would
appropriate $51, 000. 00 from the U.S. Department of Housing
and Urban Development for the purpose of defraying expenses
of the South Bend Human Rights Commission for the year
beginning September 22, 1990 and ending September 21, 1991.
She noted that the monies include the Incentive Grant and
the. money for case processing with HUD. $16,000. 00 would be
used for case processing, with the remaining $35, 000. 00 used
for incentive funding.
Cynthia Love-Bush then reviewed Bill No. 112-90 which would
transfer $3 , 400. 00 among accounts within the South Bend
Human Rights Commission from the Equal Employment
Opportunity Commission. She noted that this action is
necessary due to the federal budget deficit. They do
anticipate receiving the EEOC contract in the near future.
Cynthia Love-Bush then reviewed Bill No. 111-90 which would
appropriate revenue in the amount of $1, 180. 86 from the Fair
Housing Conference held in April, 1990. She noted that the
money was earned from the Fair Housing Conference and would
be used to purchase training equipment. Such equipment would
include video tapes for educational outreach.
Council Member Luecke questioned the incentive funding of
$35, 000. 00 with regard to the types of projects it would
address. The Committee was informed that the monies would be
used for billboards, public service announcements, Fair
Housing Conferences, and workshops.

Council Member Puzzello questioned whether there were indeed
housing problems. The Committee was informed that currently
there is an influx of housing complaints being received.
Council President Niezgodski noted that he has been advised
that there is approximately a two and a half to three year
period before a case can be heard with regard to job
discrimination. He stated that he would like proper staffing
and has placed a call to Jon Hunt to do whatever is
necessary for proper investigation of these complaints. He
stated that he wants the backlog addressed.
Mr. Hunt noted that currently there are two vacancies,
namely the Investigative Assistant as well as the
Investigator positions. He further noted that currently the
City is under a hiring freeze, however he plans to have
ongoing discussions with the City Controller. Currently
there are 303 cases backlogged, down from 367. He noted that
a report from the Human Rights Commission would be
forthcoming to the Committee.
Following further discussion, Council Member Slavinskas made
a motion seconded by Council President Don Niezgodski that
Bill Nos. 110-90, 111-90, and 112-90 all be recommended
favorably to Council. The motion passed.
There being no further business to come before the
Committee, the meeting was adjourned at 4: 32 p.m.
