Persons in attendance included Council Members, Niezgodski, Soderberg, Duda, Coleman, and Puzzello; John Leszczynski, Chief Marciniak, Don Porter, Bernard B. Berman, Janet B. Berman. E.H. McNease, Ralph M. Hass, Bill Kerrigan, Janice Horan, John Horan, Marian Poulin, Tom Poulin, John Oren, Jeannie Oren. Jojo Meehan, Bill Meehan, Charles D. Colip, Fred Baer, Frank E. Horka, Larry Clifford, and Kathleen Cekanski-Farrand. Council Member Duda began the meeting by introducing the Committee Members, namely: Council Member Coleman, Council Member Soderberg, Council Member Niezgodski, and herself as Chairperson. She noted that this was a follow meeting to a previous meeting held in the Council Chambers addressing the Jefferson-Twyckenham intersection. Issues raised earlier addressed traffic flow, speeding, and the need for better communication. Mr. and Mrs. Poulin noted that they had discussed with Eugenia Schwartz on this issue, however they were not formally represented by her this evening. It was noted that the group of individuals present this evening represented a far larger group of concerned residents. Council Member Soderberg noted that he and Council Member Duda had been in contact with the Chief of Police following the last meeting. Chief Marciniak noted that he has ordered a "directed patrol" which means that extra attention will be given to the area between Logan and Eddy Street for a thirty (30) day period. He also noted that 6, 000 moving tickets are issued per year, and between 6, 000 to 8, 000 warning tickets are issued per year. However, there was no total for the specific area in question. Mr. Berman noted that there were two (2) accidents at the intersection last week, and one (1) already this week. Mr. Leszczynski noted stated that the intersection is not wide enough for a left turn lane only. In response to questioning, he advised the Committee that the most Page 2 January 24, 1991 Residential Neighborhoods Committee accidents are in the East and West bound lanes. Individuals trying to make left turns and the combination of that with the railroad crossing at Ironwood being blocked, have impacted the intersection. He noted that the lights are timed for thirty (30) miles per hour. He stated that the consultants have recommended that the State would allow five (5) eleven (11) foot lanes as opposed to the five (5) twelve (12) foot lanes originaly proposed. The consultants also recommended three phase signals or delayed signals. The warrants for this type of signalization and laneage have been met. Residents voiced concern with regard to increased traffic and speeding an that they wanted to maintain a boulevard affect as much as possible. Mr. Kerrigan questioned whether no turn on red signs could be posted. Mr. Leszczynski stated that this could be done in all four (4) directions, however it could begin an enforcement problem. After discussion, it was agreed that three phase signals and the no turn on red signs would be installed for a forty-five (45) day period and would be monitored. Council Member Soderberg suggested that much of the problems are buses utilizing the intersection who go to Adams High School and Jefferson Grade School. He stated that he would check with South Bend School Corporation to see if alternative routes could be used. Mr. Horka suggested that perhaps one-way streets should be considered. Mr. Leszczynski stated that the federal monies used for the project have specific conditions with regard to the standards which must be met for curbs and lanes. He noted that the funds are all part of the Federal Transportation Act which Congress will be addressing later this year. He stated that he would be willing to address a compromise position and has discussed this with the Mayor. Mr. Colip stated that truck traffic is becoming an increasing problem. Council Member Puzzello suggested that the name of the company truck should be called into Code Enforcement, who will then send a letter to the company. Following further discussion and questioning, Council Member Duda summarized the current recommendations, namely: that a three phase light would be installed within approximately ti Page 3 January 24, 1991 Residential Neighborhoods Committee forty-five (45) days, that no turn on red signs would be posted in all four directions, and that Council Member Soderberg would contact the School Corporation with regard to the possibility of alternate school bus routes from this location. The residents recommended continued communication, and that a meeting again be held of the Committee this Fall. Council Member Duda thanked all of the residents for their attendance and suggestions in attempting to amicably resolve the problems related to the Jefferson-Twyckenham intersection.
