Agenda: Bill No. 14-22 Ordinance to Amend South Bend Municipal
Code- Residency of Human Rights Commission Members
Committee Chair White called to order the Residential Neighborhoods Committee meeting
at 4:00 p.m.

Bill No. 14-22
Yolanda Young Smith, presenter requests for amendment to South Bend Municipal Code -
Residency of Human Rights Commission Members.
Committee Chair Karen White calls for questions from the council.
President Sharon McBride responds there are inquires of people living in St. Joseph County who
are interested in serving by the appointee of the council.
Committee Member Rachel Tomas Morgan inquires over any conversations about the number of
seats going to city or county residences.
City Human Rights Representative responds we lost two (2) or three (3) members who had to
resign because they moved to the county. We can lose talent and not be able to gain talent. We
did not have the discussion on city versus county residents. Citizens of the city will have priority
and county residents will be used after city residents are given a chance. It is good to have input
from the county because ordinances are put out in the county. The appointment process is left to
the council and mayor.

Council Member Eli Wax asks if St. Joe County is contributing.
City Human Rights Representative responds that the county contributes thirty -thousand dollars
($30,000.00) a year based on the amount of county cases. Interlocal agreement is indefinite. The
amount can be renegotiated but not a need for more today. Interlocal Agreement does not have to
be changed. We are a service provider to the county. The county is not a part of the commission.
Committee Chair White anyone in the public wishing to speak in favor of Bill No. 14-22.
Clerk Jones no one is looking to speak in favor or opposition of Bill No. 14-22.
Committee Chair White entertains a motion for the Bill No. 14-22.
Committee Member Niezgodski responds with a motion to move Bill No. 14-22 to the
Committee of the Whole with a favorable recommendation.
Committee Member Lee, Seconded.
Committee Chair White states Bill No. 14-22 has been moved and seconded to send resolution
amendment to the full Council, Committee of the Whole with a favorable recommendation.
Requests Clerk Jones roll call.
Clerk Jones responds with four (4) ayes.
Committee Chair White states, Bill No. 14-22 will be sent to the Committee of the Whole with a
favorable recommendation.
