The January 28, 1991 meeting of the Committee of the Whole
was called to order by its Committee Chairperson, Loretta
Duda, at 4 : 32 p.m. in the Council Informal Meeting Room.
Persons in attendance included Council Members Zakrzewski,
Duda, Coleman, Luecke, Niezgodski, Soderberg, Puzzello,
Slavinskas, and Ladewski; Don Porter, and Kathleen Cekanski-
Farrand.
Council Member Duda noted that the purpose of the meeting
was to discuss Bill No. 4-91 which would amend the "Schedule
of Ordinance and Code Violations. " of Section 2-213 of the
Municipal Code.
Council President Niezgodski, the sponsor of the Bill,
stated that this was brought to his attention by Lt. Larry
Blume of the South Bend Police Department along with the
Council Attorney. He noted that the Bill incorporates a
$5. 00 penalty for violation of the residential parking
sticker as opposed to the $3 . 00 amount.
Council Member Ann Puzzello questioned whether enforcement
was taking place. Council Member Soderberg noted that
enforcement was taking place in his district, especially
along Chester and Wall Streets. Council Member Slavinskas
noted that in the Fifth District the one area involving
residential parking stickers is being enforced.
Following further discussion, Council Member Luecke made a
motion seconded by Council Member Coleman that Bill No. 4-91
be recommended favorably to Council. The motion passed.
Council Member Slavinskas then noted that last year he
sponsored an Anti-Graffiti Bill and withdrew it later for
further study. He noted that he has received additional
information, and would like to make available for viewing by
the Common Council, a 14 minute video from San Diego,
California, of a project addressing graffiti. He stated that
he would like to have the City Engineer and the Police Chief
involved also. He noted that much of the graffiti on
viaducts and elsewhere, is becoming more and more
objectionable in its content.
Council Member Duda also voiced concern that we as a City,
must curb or eliminate such problems. Council Member
Soderberg noted that the Twyckenhan viaduct is now being
spray-painted with irredescent colors.

Following further discussion, it was suggested that perhaps
a meeting could be held on an off Monday to view the video.
There being no further business to come before the
Committee, the meeting was adjourned at 4 : 40 p.m.
