The April 8, 1991 Meeting of the Personnel and Finance
Committee was called to order by its Chairperson, Council
Member Ann Puzzello at 5: 00 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members Niezgodski,
Puzzello, Coleman, Soderberg, Luecke, Slavinskas,
Zakrzewski, Duda, and Ladewski; Terry Coleman, John
Liesenring, Katie Humphreys, Jenny Pitts-Manier, Michael
Seitz, Don Porter, and Kathleen Cekanski-Farrand.
Council Member Puzzello noted that the first item on the
agenda was to review Bill No. 24-91 which would transfer
monies from various accounts within the Parking Garage Fund
601. Mr. Terry Coleman then reviewed the Bill. He noted that
the Bill would transfer $30,000.00 to "other professional
services", and would delete $27, 000.00 from hourly salaries,
$1,000 from FICA, and $2, 000. 00 from PERF. The overall
purpose is to make surplus monies available within the Fund
to pay for the proposed contract for private enforcement of
the City's Parking Ordinances.
Council Member Zakrzewski questioned how much of the
$30, 000. 00 would actually be utilized. Mr. Coleman noted
that there would be a surplus left at the remainder of the
year, and that possible restoration work in the parking
garages could be studied with such surplus. It is
anticipated that if action would be taken this evening, that
enforcement could begin by May 1, 1991.
Mr. Coleman then reviewed Bill No. 25-91 which would approve
parking rates for parking garages and parking lots operated
by the Board of Public Works. Mr. Coleman noted that
currently the City is obligated to pay on the balance for
the parking garages through the year 2009. Council Member
Niezgodski noted that the repairs are needed, and the he is
concerned that a higher contract amount for parking
enforcement should not be contemplated by the current
contract holder. Mr. Coleman noted that appraisals have been
done, and that approximately $1,000, 000. 00 each is necessary
for the parking garages.
Council Member Luecke noted that the only change in the Bill
is to add "after hours / evening $2. 00" in Section III. He
also noted that Section IV should be amended by deleting the
word "Resolution" and replacing it with the word
"Ordinance".

Council Member Soderberg spoke in favor of the $2.00 fee and
the necessity of the Bill.
Following further discussion, Council Member Luecke made a
motion seconded by Council Member Coleman that Bill No. 24-
91 and Bill No. 25-91 with the proposed amendments in the
latter Bill, be recommended favorably to Council. The motion
passed.
There being no further business to come before the
Committee, the meeting was adjourned at 5:17 p.m.
