The February 11, 1991 meeting of the Personnel and Finance
Committee was called to order by its Chairperson, Council
Member Ann Puzzello at 4: 30 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members Zakrzewski,
Duda, Coleman, Luecke, Niezgodski, Puzzello, Slavinskas,
Soderberg, and Ladewski; John Leisenring, a member of the
news media, and Kathleen Cekanski-Farrand.
Council Member Puzzello noted that the first item on the
agenda was to review Bill No. 9-91 which would amend Chapter
4 , Article 4 , Section 4-60, addressing Transient Merchants.
Council Member Lee Slavinskas, the author of the Bill, noted
that several other related issues have arisen since he
initially introduced the Bill, which would address a lower
fee for live Christmas trees and live wreaths being sold
during the holiday season. He noted that Council Member
Luecke raised important issues involving Section 4-38,
involving open air stands. In light of this, and the fact
that the Council Attorney is gathering further information
and has been in contact with the Chamber of Commerce, he
requested that the- Bill be continued indefinitely so that
all of these items could be properly addressed.
Council Member Luecke made a motion seconded by Council
Member Zakrzewski that Bill No. 9-91 be continued
indefinitely. The motion passed.
Council Member Coleman noted that he has also received
comments from various hotels, concerning the leasing of
space for transient merchants. He requested that this
concern also be addressed when the Bill is reveiewed.
Council Member Puzzello then noted that the next item to be
reviewed was Substitute Bill No. 12-91, which would
authorize Tax Anticipation Time Warrants for 1991.
Mr. John Leisenring passed out two handouts entitled
"Projected Cash Flows" and "Park Department Cash Flow" . He
noted that the Ordinance would authorize the borrowing of
$6,240, 000. 00 in Tax Anticipation Warrants for the General
Fund, and $900, 000. 00 for the Park Maintenance Fund. The
City has decided to borrow for the entire year in order to
fully realize the arbitrage profits as well as to reduce the
administrative expenses associated with this borrowing. As
the Ordinance indicates, the maximum amount of interest

would be no greater than 8%. The sale is to take place by a
telephone bid on February 27th.
Following further discussion, Council Member Luecke made a
motion seconded by Council Member Zakrzewski that Substitute
Bill No. 12-91 be recommended favorably to Council. The
motion passed.
There being no further business to come before the
Committee, the meeting was adjourned at 4:45 p.m.
