The July 22, 1991 of the Personnel and Finance Committee was
called together order by its Chairperson, Council Member Ann
Puzzello, at 4:20 p.m. in the Council Informal Meeting Room.
Persons in attendance included Council Members: Puzzello,
Ladewski, Slavinskas, Luecke, Zakrzewski, Coleman, and Duda;
John Oxion, Katie Humphreys, Jim Pastor, Members of the news
media, and Kathleen Cekanski-Farrand.
Council Member Puzzello noted that the first item on the
agenda was to review Bill no. 45-91 which would amend
Ordinance No. 8038-89 entitled an Ordinance Fixing the
Maximum Salaries and Wages of Appointed Officials in Non-
bargaining Employees of the City of South Bend.
Katie Humphreys noted that Ordinance No. 8038-89 provided
that merit bonus checks would be issued on the first Friday
of November to qualified departmental employees of the City.
$50,000. 00 was appropriated for 1990, $100, 000.00 was
appropriated for 1991, and $150, 000. 00 is proposed to be
appropriated for 1992 merit bonuses for non-probationary,
non-bargaining, non-temporary employees occupying positions
normally requiring 600 or more hours of services per year.
Katie Humphreys noted that the proposed bill would change
the date when such bonuses would be paid to December 4, 1991
and December 6, 1992 . It was brought to her attention that
those dates do not correspond to the first Friday in the
months of December. It was noted that the dates would be
December 6, 1991 and December 4, 1992. The City Controller
stated that she would double check on the dates and have a
revised bill for this evenings meeting.
Council Member Puzzello recommended that the bill be amended
on the floor once the City Controller had the proper
information. Katie Humphreys noted that approximately 60%
of the employees received merit bonuses last year. She
noted that the system was "absolutely confidential" with
only the payroll supervisor, the Mayor, and the manager of
the merit bonuses in each department knew who actually
received them.
Following further discussion Council Member Coleman made a
motion seconded by Council Member Luecke that Bill No. 45-91
to be amended be recommended favorably to Council. The
motion passed.
There being no further business to come before the Committee
the meeting was adjourned at 4:30 p.m.
