HomeMy WebLinkAbout02-11-91 Public Safety QIuntmtttrr Export PUBLIC SAFETY COMMITTEE Ulo the fdomnton Moonlit of the Mtn of iikuttil Mend: The February 11, 1991 meeting of the Public Safety Committee was called to order by its Chairperson, Council Member William Soderberg, at 4:47 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Zakrzewski, Coleman, Duda, Ladewski, Puzzello, Soderberg, Luecke, Slavinskas, and Niezgodski; Chief Luther Taylor, Assistant Chief Rick Switalski, John Liesenring, Richard Morgan, George Herendeen, a member of the news media, and Kathleen Cekanski-Farrand. Council Member Soderberg then called upon Chief Taylor to review Bill Nos. 10-91 and 11-91. Chief Taylor reviewed Bill 11-91, which would appropriate $466, 652 . 00 from the Emergency Medical Services Capital Improvement Fund. $455, 642 . 00 would be appropriated for 1991 lease payments on the 1988 Ford ambulance, the 1989 Ford ambulance, the 1988 GMC rescue unit, the 1985 Quint midi's, the 1991 Ford ambulance, the 1991 HazMat vehicle, and the 1991 SCBA. He also noted that an additional $11, 010. 00 would be spent on equipment purchases for light bars, a computer for the EMS building, a battery pack for the heart monitors, and radios. He noted that Bill No. 10-91 would appropriate $4, 140. 00 from the HazMat Fund to purchase additional equipment. This equipment would finish the HazMat trailer and would also involve the plating material for the rear of the chassis. Rick Switalski noted that revenues from ambulance runs are projected at $600, 000. 00 to $625, 000. 00 for 1991. He further noted that of this amount, $65, 000. 00 is being generated by the neo-natal contract with Memorial. The base contract is $36,500. 00. 149 runs were made last year through this contractual arrangement. He further indicated that the City had 7, 612 requests for service and a 74% collection rate. In response to a question raised by Council Member Coleman, Assistant Chief Switalski noted that the County had a request for service rate last year of 1, 672 . 00. In response to a question raised by Council Member Ladewski, it was noted that the $4, 140. 00 is a small portion of the total cost for the HazMat items. Page 2 February 11, 1991 Public Safety Committee Council Member Slavinskas questioned the contractual arrangement in effect with communities needing HazMat services of the City. Assistant Chief Switalski and Chief Taylor noted that the City has a signed contract with the toll road. They also indicated that the City is reimbursed for all equipment or materials that are damaged in such runs. After the $4, 140. 00 appropriation, there should be $4, 300. 00 left in that account. Following further discussion, Council Member Niezgodski made a motion seconded by Council Member Duda that Bill Nos. 10- 91 and 11-91 be recommended favorably to Council. The motion passed. Council Member Soderberg noted that although Resolution No. 91-11 was not formally on the Committee agenda, perhaps some resolution discussion should take place on this. It was noted that this is being sponsored by Council Member Duda and is commonly known as the open container law. Council Member Duda noted that the overall purpose of the Resolution is to indicate to our State Legislators that there is strong local support for responsible State legislation in this area. Council Member Duda noted that Douglas P. Bagarus, President of the F.O.P. South Bend Lodge No. 36, would be a speaker in favor of the Resolution at this evening's meeting. Council Member Puzzello had various questions with regard to the State Bill and stated that the Council should be updated on the progress of any State legislation. Council Member Ladewski noted that he was in favor of such a State law, however did have a concern with regard to enforcement.
