Lafayette Blvd, South Bend, IN 46601 Members present: Brad Rohrscheib, Toy Villa, Jonathan Jones, Coby Deal, Darwin Shipley, Gerard Ellis Committee Attorney: Clara McDaniels 1. Call to Order The meeting was called to order at 10:00 AM by Rohrscheib. 2. Approval of minutes Upon a motion by Rohrscheib and seconded by Villa the minutes from the previous meeting held on March 12th, 2022, were approved unanimously. 3. Approval of Special Event Permits a. Concours d'Elegance at Copshaholm-July 9, 2022 Jo McCoy and Pat Slebonick joined the meeting to answer questions from the Special Events Committee concerning Concours d'Elegance at Copshaholm 2022. Mr Slebonick described the 4th annual event as an invitation only vintage car show exhibited in the historic gardens around the Oliver Mansion. This years event will feature approximately 75 classic cars that will compete for awards. There will be a pass-in-review to showcase each vehicle as it drives by the bleachers situated on Washington Street between Laurel and Chapin. A national announcer will talk about each car as it passes in front of the grandstand. The event will wrap up by 5:00 pm. Off duty police officers are contracted to provide security for the event. Ellis asked if each vehicle has a full tank of fuel or if the fuel is limited. Slebonick explained that since this is an outdoor event they don't have a fuel limit. However, each vehicle carries a fire extinguisher in the rear drivers side and generally owners don't keep a full tank of gas in these classic vehicles. Slebonick clarified the timeline for parking and movement for the committee. Vehicles that have earned awards are pulled out of the lineup one at a time and await their turn to be presented to the spectators. Villa suggested putting signage at Colfax in addition to the requested closure. The committee had no further questions or comments. Page | 2 Upon a motion by Rohrscheib and seconded by Villa the permit was approved unanimously. b. The Great Race-June 22, 2022 Jo McCoy and Pat Slebonick joined the meeting to answer questions from the Special Events Committee concerning their requested street closure for the Great Race. The Studebaker National Museum will be a lunch stop for a 9-day cross country race for vintage cars that will cover 2300 miles. Vehicles will arrive in one-minute increments and park along Thomas Street as well as both museum parking lots. Vehicles in this race must be produced before 1975 and must complete the race using only maps and stop watches to navigate the course. This National competition will include 130 participants vying for the perfect time as established in the race guidelines to complete the course. Entries will be coming in from Ohio and be presented to the public as they arrive. Race participants will park their cars and enjoy lunch at the Studebaker Museum before continuing the race. The stop is expected to generate roughly 1000 people for the day. Off duty officers will assist with security and street closures. This event is free to the community. The committee had no further questions or comments. Upon a motion by Rohrscheib and seconded by Shipley the permit was approved unanimously. c. 2nd Annual Job Fair/Community Party-July 14, 2022 Michael Williams from the South Bend Housing Authority joined the meeting to answer questions concerning the 2nd Annual Job Fair/Community Party event application. This event features employers, music, food, entertainment, health screenings, and vaccinations. The event brings employers looking to hire together with job seekers from the community. IVY Tech, REAL Services, SJC Health Department along with other public services will be participating in this years event. Williams expressed a desire to have participation from SBPD and SBFD at this years event. The activities will be set up on Fremont from Hamilton to Marquette. Rohrscheib verified that the proper number of signatures from affected neighboring addresses were obtained by the applicant. Ellis determined that emergency vehicle access was in place. Mr Williams also explained that vendors will be located in the street, in the park, and inside the building as well. Jones asked that an application be made to VPA as well to cover the use of the park. Traffic & Lighting will drop off cones for the street closure prior to the event. No other questions or concerns remained. Upon a motion by Rohrscheib and seconded by Jones the permit was approved unanimously. d. Angel of Hope Ride-August 20, 2022 Wallace Anderson representing the Pack of Indiana joined the meeting virtually to answer questions on The Angel of Hope Ride scheduled for August 20, 2022. The event supports the Angel of Hope Garden. Rohrscheib had a previous conversation with Anderson explaining the new guidelines for a police escort for a motorcycle ride. Mr Anderson re-routed the ride to remain in St Joe County at Rohrscheib' s request. Rohrscheib will share the amended route with St Joe County Police. The committee had no further questions or concerns. Page | 3 Upon a motion by Rohrscheib and seconded by Jones the permit was approved unanimously. e. March to the Memorial-September 11, 2022 The Special Events Committee considered an application for the March to the Memorial scheduled for September 11, 2022. This annual event is a walk thru the South Bend metro area from Fellows Street to the St Joseph County Parks 911 Memorial. Walkers remain on sidewalks or grassy areas where sidewalks don't exist. Several rest stops at fire stations are available to walkers. The committee had no further questions or concerns as this is a reoccurring event. Upon a motion by Rohrscheib and seconded by Shipley the permit was approved unanimously. 4. Other Business Jones mentioned as a courtesy another workout event on Colfax bridge being hosted by VPA during Best Week Ever on September 27, 2022. An application will be forthcoming from VPA. 5. Privilege of the Floor 6. Adjournment With no additional business, Rohrscheib motioned for adjournment and Jones seconded. The meeting ended at 10:27 AM.
