The Board of Public Works did not receive bids and the contract was recommended for special purchasing. Open market conversations were held with interested bidders and bids were finalized through discussion. The special purchase bids are summarized as follows: Bidder Kokosing Industrial, Inc. Bowen Engineering Corporation Division A $1,090,940.00 $838,000.00 Division B $834,440.00 $707,100.00 Division C $834,440.00 $707,100.00 Division D $834,440.00 $723,000.00 Division E $834,440.00 $723,300.00 Alternate 1 $49,000.00 $28,000.00 Alternate 2 $49,000.00 $28,000.00 Alternate 3 $49,000.00 $28,000.00 Alternate 4 No bid ($200,000.00) Total $4,575,700.00 $3,582,800.00 The goals for each division and alternate are separate of each other, but each division and alternate have similar scopes of work. Therefore, the goals for each division and alternate are: MBE Goal: 1.2% WBE Goal: 4.3% The project is funded by River West TIF & Water Works Capital – Distribution/Reservoirs in the interest of replacement of filter media in-kind, improvement to the vessels and their components, and raw water header replacement. Sufficient funding is available for the following recommendations. For Divisions A-E, Bowen Engineering Corporation met the MBE goal of 1.2% but did not meet the WBE goal of 4.3%. For Alternates 1-3%, the MBE goal was not met but the WBE goal was met and exceeded at 17.85% utilization each. Utilization, Good Faith Effort, and Contact forms accompanied this result. Further review of efforts and records of contact on goals met prove sufficient effort to accept good faith efforts. Follow up to initial contact was recorded, further discussions with the Office of Diversity and Inclusion for subcontracting opportunities were held, and scopes of services were delegated for increased utilization. Kokosing Industrial, Inc. was not the lowest bidder. Kokosing Industrial, Inc. did not meet either MBE or WBE goals on Divisions A-E or Alternates 1-4. Utilization, Good Faith Effort, and Contact forms accompanied this result. For the above reasons, I recommend the award of Divisions A-E and Alternates 1-4 to the lowest, responsive bidder, Bowen Engineering Corporation, in the amount of $3,582,800.00.
