The October 28, 1991 meeting of the Human Resources and
Economic Development Committee was called to order by its
chairperson, Councilmember Steve Luecke, at 5: 18 p.m. in the
Council informal meeting room.
Persons in attendance included: Councilmembers, Donald
Niezgodski, Ann Puzzello, Loretta Duda, Stephen Luecke,
William Soderberg, Linas Slavinskas, . Thomas Zakrzewski, Sean
Coleman, Eugene Ladewski, Jon Hunt, Ann Kolata, Don Porter,
Kathleen Cekanski-Farrand, and members of the news media.
Councilmember Luecke noted that the purpose of the meeting
was to review Bill No. 66-91 addressing "Development Design
Review" .
Ann Kolata then provided copies of the preliminary draft of
the planning document prepared by Cole Associates. The
purpose of the Bill is to add the Airport Economic
Development Area to the Design Development Areas designated
by the City. It was noted that by the inclusion of this
area, it would provide a review process for proposed
exterior design of development in the Airport Development
Area. It would require compliance with design standards for
such work in order to insure orderly and attractive
development. Mrs. Kolata noted that only the portion within
the city limits of the Airport 2010 Project would be added
by the passage of the Bill.
Councilmember Luecke questioned the composition of the
committee. Mrs Kolata noted that currently there are nine
members, four of which serve because of their office, and
five which are appointed by the Redevelopment Commission.
They currently meet monthly, however, have the ability to
have special meetings. It was discussed whether it should
be rotating memberships in light of the specific concerns
addressing the Studebaker Corridor, the Downtown, the West
Washington, and now the Airport 2010 Project.
Following further discussion, Councilmember Luecke made a
motion, seconded by Councilmember Dude that Bill No 66-91 be
recommended favorably to Council. The motion passed.
There being no further business to come before the
committee, the meeting was adjourned at 5: 30 p.m.
