HomeMy WebLinkAbout08-13-90 Human Resources & Economic Development (Committer Report HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE Rio tile Comm Council of tip City of*mill Ernd: The August 13, 1990, meeting of the Human Resources and Economic Development Committee was called to order by its Chairperson, Council Member Steve Luecke at 3:35 P.M. in the Council informal meeting room. Persons in attendance included Council Members Zakrzewski, Duda, Coleman, Luecke, Niezgodski, Soderberg, Puzzello and Slavinskas; Hedy Robinson, Ann Kolata, Don Porter and Kathleen Cekanski-Farrand. Council Member Luecke noted that the first item to be reviewed was Resolution No. 90-41 which is a request for ten (10) year real property tax abatement for the property located at 220 South Michigan. Hedy Robinson then reviewed the report from the Department of Economic Development dated July 26, 1990 (copy attached). She noted that the property in question does qualify for a ten (10) year real property tax abatement. Council Member Luecke questioned whether the area was greater that 15,000 feet and was advised that it was over 50,000; therefore meeting the square footage requirements. Ann Kolata stated that the business should be operable by December of 1990. Council Member Niezgodski gave supporting comments with regard to the development. Ann Kolata noted that many of the delays were architecturally related. She noted that plans called for a total renovation of the first floor, the night club entrance to be off the alley, and that their would be no teenage club planned currently but perhaps periodic one evening per month. There will also be a family arcade located in the basement. The front facade will be made of limestone with arched glass windows. A question was raised with regard to the number of full-time jobs on page one (1) of the petition. Mrs. Kolata stated that she would verify that at this evening's meeting. Following further discussion, Council Member Skavinskas made a motion, seconded by Council Member Duda, that Resolution No. 90-41 be recommended favorably to Council. The motion passed. Council Member Luecke then noted that the next item on the agenda was to review Resolution No. 90-42 which is a three (3) year real property tax abatement for the property located at 117 East Wayne Street. Hedy Robinson then reviewed the report from the Department of Economic Development dated August 10, 1990 (copy attached). She noted that the property in question does meet the three (3) year real property tax abatement requirements. Human Resources and Economic Development Committee August 13, 1990 Page 2 Ann Kolata noted that the first retail space is the only one currently rented at the present time. The legal description involved, however, encompasses the parking garage. Council Member Slavinskas questioned the policy of providing free rent for the first six (6) months for the petitioner Catering by Billie, Inc. The Council Attorney voiced concerned with regard to the precedent that may be set if the Council would go forward without separating out retail space number one (1) from retail space number two (2). It was suggested that perhaps a drawing of the facility and an amendment to the Resolution be incorporated. Council Member Soderberg voiced similar concern. Council Member Puzzello questioned the effect of competition and others who do not receive tax abatement. Following further discussion and with the intent to have a proper amendment presented to the Resolution this evening, Council Member Slavinskas made a motion, seconded by Council Member Duda, that Resolution No. 90-42 be recommended favorably to Council. The motion passed.
