Persons in attendance included Council Members Niezgodski, Puzzello, Coleman, Zakrzewski, Slavinskas, Soderberg and Luecke; Don Porter, Ann Kolada, Hedy Robinson, Jennie Pitts Manier, Karl Stevens, and Kathleen Cekanski-Farrand. Council Member Coleman noted that the first item on the agenda was to review Bill No. 61-90 entitled Public Parks. He noted that he was the sponsor of the Bill and briefly highlighted its major changes. He noted that it was a by-product of the Salmon Run Committee. He noted further that it paralleled ordinances in Mishawaka and St. Joseph County so that there would be uniformity between the three (3) entities. Jennie Pitts Manier then further highlighted.portions of the Bill. She also updated the Committee with regard to the status of fishing at Special Olympics Park. She noted that a Resolution was passed by the Park Board prohibiting such fishing. A meeting has been set with regard to the implementation of its enforcement. Council Member Slavinskas questioned bow fishing and this topic was briefly discussed. It was also noted that it is addressed in Section 19-44. Council Member Niezgodski questioned launching fees and was advised that the City does not intend to charge fees at this time. Karl Stevens noted that the City has no control over the river per se except those individuals launching from City park property. The Council Attorney recommended that the penalty provision be amended so that fees could be paid through the Ordinance Violation Bureau. Favorable comments were received on this request. It was suggested that Jennie Pitts Manier review the ordinance and provide a Substitute Bill if possible for this evening's meeting. Following further discussion, Council Member Soderberg made a motion, seconded by Council Member Niezgodski that Bill No. 61-90 be recommended favorably to Council. Council Member Coleman then gave a brief update on the fish run and current developments with the state of Michigan.
