This project will focus on the existing Interurban Trolley and Transpo bus networks service areas in St. Joseph and Elkhart Counties and will consider a range of transit service fixed-route options for more rural portions of the region. What is CONNECT •An opportunity to explore not just how your system operates, but why MACOG and Transpo provide the service that they do. •A conversation with the public, stakeholders, and each Board about values, priorities and trade-offs. •A process that gives MACOG and Transpo the policy and planning tools to deal with ongoing changes in the region. The average South Bend or Mishawaka resident can reach 53,200 jobs in 60 minutes. That’s about 28% of the jobs reachable by car. Ridership Goal The Ridership Goal Maximum access for the greatest possible number of people But: •not available for everyone •not necessarily available to all the people who need it most. Coverage Goal The Coverage Goal Some service near everyone, a baseline level of access everywhere. But it’s unlikely to be useful for many people and trips. Ridership Goal •Maximum average access to opportunity. •Lowest subsidy per passenger. •Support dense and walkable development. •Emissions reduction. •Reduction in vehicle miles traveled. Coverage Goal •Some service near every home and job. •Baseline level of access available everywhere. •Service to every member city or electoral district. Why both goals matter This tradeoff is unavoidable.
