a. CERTIFICATE OF APPROPRIATENESS
i. 2022-0223 628 Park Ave Chapin Park LHD, Ordinance #9574-05

The staff report was presented by Adam Toering.
Staff Recommendation: Staff recommends 1. Windows: The original windows do not
appear deteriorated beyond repair; staff recommends denial of the proposed replacement
and recommends that the existing windows should be remediated.
2. Trellis: Staff would like to see the trellis replicated were it to be removed.

After due consideration, the following action was taken:
Upon a motion by Elizabeth Hertel, seconded by Eric Stalheim, and unanimously carried
by vote, the application was split into two separate parts: windows and trellis.
Vote: 6-0. Six in Favor, none opposed.
COA#2022-0223 was split into two
Upon a motion by Elizabeth Hertel, seconded by Sarah Andrews, and unanimously
carried by vote, the Historic Preservation Commission APPROVES the removal of the
trellis.
Vote: 5-0-1. Five in Favor, none opposed, one abstention.
COA#2022-0223 Part 1 was approved.

Historic Preservation Commission TABLES the removal of the windows.
Vote: 5-1. Five in Favor, One opposed.

Vote: 6-0. Six in Favor, none opposed.
COA#2022-0225A is approved.

Staff Recommendation: Staff recommends approval

Upon a motion by Joan Sarah Andrews, seconded by Sarah Andrews, and unanimously
carried by vote, the Historic Preservation Commission APPROVES Certificate of
Appropriateness Application #2022-0304.
Vote: 5-0-1. Five in Favor, none opposed, one abstention.
COA#2022-0304 is approved.

The staff report was presented by Adam Toering.
Staff Recommendation: Staff recommends separating the project into multiple
components:
COA 2022-0305-1 South Side, First Floor— The existing windows will be removed and
replaced with new aluminum -clad windows matching the adjacent windows. Staff
recommends approval.
COA 2022-0305-2 West Side, First Floor— Existing windows will be reoriented to create
symmetry on the front porch. Removed windows will be retained for future projects.
Salvaged windows will be re -oriented. Staff recommends approval.
COA 2022-0305-3 West Side, Second Floor— replacement of the existing window with an
awning window. Staff recommends approval.
COA 2022-0305-4 North side, First floor— removal of original window for other projects,
replacement with smaller aluminum clad. Staff recommends approval.
COA 2022-0305-5 North side, second floor— removal of original window for other
projects, replacement with awning window matching the south side. Staff recommends
approval.

Administrator Toering informed the Commission that Lou Sabo's Documentary had an exhibition
Thursday and Friday in the Library Auditorium.

Upon a motion by Elizabeth Hertel, seconded by Sarah Andrews and unanimously carried, the meeting
was adjourned at 7:39 p.m.
