•ODI communicates to the bidder in writing by email

7 days with intention to appeal decision

•Diversity and Inclusion Officer notifies IPB, BPW, Public Works, Legal that
appeal has been received

Meeting 2 •BPW publicly acknowledges denial of goal waiver

•IPB meets to hear appeal (IPB will schedule a special meeting if
necessary to meet time frame)
•IPB determines whether goal waiver should be granted
•If approved, the recommendation to BPW would be that the bid will be
eligible for award by BPW if all other requirements are met

•BPW awards either to successful appellant or to next lowest responsive
bidder.
