PUBLIC SAFETY COMMITTEE

The June 25, 1990, meeting of the Public Safety Committee was
called to order by its Vice-Chairperson Council Member Ann
Puzzello at 4:35 P.M. in the Council informal meeting room.
Persons in attendance included Council Members Zakrzewski,
Coleman, Luecke, Niezgodski, Puzzello, Slavinskas, Voorde; Chief
Ron Marciniak, John Leisenring,• John Leszczynski, Don Porter, and
Kathleen Cekanski-Farrand.
It was noted that the bills sent to Committee for review and
recommendation were in fact scheduled to be heard by the Public
Works Committee. However, in light of the, meeting call notice
from the City Clerk's Office for the bills to be heard by the
Public Safety Committee, the Public Safety Committee would in
fact make recommendations under the Open Door law.
Vice-Chairperson Ann Puzzello then noted that the first item on
the agenda was to review Bill No. 39-90 which would appropriate
$75, 000. 00 from the Cumulative Sewer Building and Sinking Fund,
to Project CS901 Corby Street Sanitary Sewers. Mr. John
Leszczynski noted that this is the appropriation discussed at the
recent meeting held at the Waste Water Treatment Plant. It is
for the design phase and will include the replacement of all
curbing. Council Member Niezgodski questioned whether this
project would assist the problems arising at 1347 Pyle where raw
sewage backs up into the parties' home. Mr. Leszczynski noted
that eventually that problem would be addressed, however, this
was for the design of the main trunk, namely, phase one. Council
Member Luecke questioned whether storm water would be drained
into the St. Joseph River. Mr Leszczynski noted that it would.
He also noted that the MPDS permits for all storm water
discharges will be directly regulated by the EPA. Eventually,
specific permits will be required and that the system being
designed would meet EPA standards.
Council Member Puzzello questioned whether salt from the streets
from the winter would be a problem when drained into the St.
Joseph River. Mr Leszczynski noted that the amounts being used
by the City are not in "excess" and therefore would not cause a
contamination problem to the river.
Council Member Luecke questioned how the funds in the Cumulative
Sewer and Sinking fund are replenished. Mr Leszczynski noted
that they are not. He noted that the majority of the money is
earmarked for the Ironwood/Ireland Retention project. He further
noted that the monies were generated through a $.25 assessment
which was a part of the

levy which has since been eliminated. Ne also noted that monies
could be generated by adding a fee to the sewer rate.
Mr. Leszczynski also noted that another possibility would be by
creation of a storm water district. Council Member Slavinskas
requested that an update be given by the City Administration on
this matter. Mr. Leszczynski stated that when the Mayor returns,
he would bring this to his attention.
Following further discussion, Council Member Slavinskas made a
motion, seconded by Council Member Zakrzewski, that Bill No. 39-
90 be recommended favorably to Council. The motion passed.
Council Member Puzzello then noted that the next item to be
discussed by the Committee was Bill No. 40-90 which would
increase appropriations and add appropriations within various
accounts of the local roads and streets fund. Mr. Leszczynski
noted that the total appropriation would be $944,000 for a
variety of projects. Some of these include $460, 000 for
materials only for slurry and street paving, $150, 000 for
automated signals, and various other monies being used for design
only projects, railroad repairs, and concrete street projects.
The balance after this appropriation would be $32, 000.
Mr. Leszczynski also noted that the source of the funding for
this account was the gasoline tax which generates approximately
$950, 00 per year.
Following further discussion, Council Member Slavinskas made a
motion, seconded by Council Member Zakrzewski that Bill No. 40-90
be recommended favorably to Council. The motion passed.
Council Member Voorde then questioned what the time schedule was
for the Ironwood widening project near the Lincolnway separation.
Mr. Leszczynski noted that we are at least two (2) years from the
start of the construction on that project.
There being no further business to come before the Committee, the
meeting was adjourned at 4 :50 P.M.
