In accordance with all the terms of Chapter 17 of the City of South Bend’s Municipal Code, and with any applicable
provisions of federal or state law and regulations, permission is hereby granted to:
St. Joseph Energy Center
54745 Walnut Rd.
New Carlisle IN 46552
for the contribution of wastewater into the City of South Bend Publicly Owned Treatment Works.
This permit is granted in accordance with the application filed on 15 February, 2022.
Effective on: 1 June, 2022
Expires on the: 31 May, 2027
Any violation of the terms and conditions of this permit shall be deemed a violation of the City of South Bend Municipal
Code and will subject the permittee to the sanctions set out in section 17-11 through 17-13 of the Municipal Code.
The permittee shall file an application for a renewal permit, a minimum of 90 days prior to the expiration date.

PERMIT BRIEFING MEMO
1. Facility Description
St. Joseph Energy Center is an Electric Power Generation Facility that engages in the production of
electricity using natural gas in a combustion turbine. This facility operates 24 hours / 7 days per week on
two 12-hour shifts. Production is subject to seasonal variation. The facility is manned by 21 plant
personnel.
2. Discharge Description
Generated discharge flows consist of processes and equipment/ facility wash-downs and storm water
from the five (5) Transformers’ secondary containment. The metering station is located in an above
ground unit called a Hot Box (to protect the meter from weather conditions), which is inside the fence
on SJEC property along Walnut Road and downstream of the OWS unit.
From January 1, 2017 to December 31, 2021
Average Process Flow: 17,427gpd
Maximum Process Flow: 108,970gpd
3. Sample Site Description
Sample Site #054 is located adjacent to the Hot Box location. Sample Site #054 is considered to be end-
of-process.
4. Wastewater Treatment
Pretreatment of wastewater consists of an Oil Water Separator.
5. Classification
St. Joseph Energy Center is classified as a Categorical Industrial User (CIU) by the Steam Electric
Power Generating Point Source under 40 CFR 423.17 New Source Performance Standards according to
the facility’s NPDES Permit Fact Sheet provided by St. Joseph Energy Center. St. Joseph Energy Center
has reported that wastewater regulated under 40 CFR 423.17 is only directly discharged to the
designated NPDES discharge point, not discharged to the sewer.
The City’s Industrial Pretreatment Program states that all Categorical Industrial Users be classified at a
minimum as a B. Therefore, St. Joseph Energy Center is classified as a B industry.
6. Calculation of Limits
Local limits have been applied where appropriate as described in Chapter 17 of the City of South Bend
Municipal Code.

PART II - MONITORING REQUIRMENTS
A. Monitoring Frequency
1. The following parameters shall be monitored at the frequency and with the
sampling type stated below. All measurements, tests, and analyses of the
characteristics of water and wastes to which reference is made in this permit shall
be conducted using the methods and procedures approved in 40 CFR 136 and
amendments thereto, unless otherwise specified in an applicable Categorical
Pretreatment Standard.
The following parameters shall be monitored at Sample Site Outfall # 054 with the methods and
at the frequency stated below:
