The Special Meeting of the Board of Public Works was convened at 9:30 a.m. on Thursday,
March 31, 2022, by Board President Elizabeth A. Maradik in the 13th Floor Conference Room of
the County-City Building, 227 W. Jefferson Blvd., South Bend, Indiana. The meeting was also
streamed live to the public via Microsoft Teams. Board Clerk Theresa Heffner confirmed the
presence of Board President Elizabeth A. Maradik, Vice President Joseph Molnar, and Board
Members Gary Gilot, Jordan Gathers (Absent), Murray Miller (Absent), and Board Attorney
Clara McDaniels (virtual), with a roll call. Mr. Finnian Cavanaugh, Engineering, stated due to
an accelerated timeline for federal-assistance contract awards from the Michiana Areas Council
of Governments (MACOG). The purpose of this special meeting of the Board of Public Works is
to award contracts for three INDOT LPA projects.

Director of Public Works Eric Horvath explained the reasoning for calling a special Board
meeting was to approve three INDOT Local Public Agency projects. These projects have an
80/20 cost share and the first step is to get the INDOT LPA contracts approved and then the next
step will be to get the consulting agreements approved at the next Board meeting.
