The April 9, 1990, meeting of the Human Resources and
Economic Development Committee was called to order by its
chairperson Steve Luecke at 5:45 PM in the Council informal
meeting room.
Persons in attendance included Council Members: Voorde,
Zakrzewski, Duda, Niezgodski, Slavinskas, Coleman, and
Luecke; Hedy Robinson, John Phair, members of the news
media, and Kathleen Cekanski-Farrand.
Council Member Luecke noted that the first item on the
agenda was to review Resolution 89-48 which is a request to
designate the property commonly known as 115 North Niles
Avenue as an economic revitalization area for purposes of a
ten year real property tax abatement for the
Niles/Washington Associates.
Hedy Robinson then reviewed the report from the Economic
Development Department. She noted that the project is
within a tax incremental 'finance area and that the
appropriate resolution from the commission had been passed.
The committee then reviewed in detail the attached report.
Council Member Luecke noted that the project qualifies for a
ten year abatement under the new ordinance due to its square
footage.
Mr. Phair noted that the tenant is "LTV" and that the
building in now finished. The total project cost is
approximately $500,000.00 higher that in the report, and
that there are 160 employees as opposed to the 110 noted in
the report. It was further noted that the area meets the
state law requirements in light of the fact that it is
within a redevelopment target area.
Following further discussion, Council Member Zakrzewski made
a motion, seconded by Council Member Slavinskas, that
Resolution 89-48 be recommended favorably to Council. The
motion passed.
The committee then reviewed Resolution 90-9 which is a
request to designate the property commonly known as 431 East
Colfax as an economic revitalization area for real property
tax abatement for the Niles/Colfax Associates.
Hedy Robinson then reviewed the report from the Department
of Economic Development.

Council Member Luecke noted the project would qualify for a
six year real property tax abatement as opposed to a ten
year real property tax abatement in light of its square
footage. Upon questioning of the petitioner, Mr. Phair noted
that he was involved in the discussions of the tax abatement
ordinance and understands that the project only meets the
six year requirement. In light of this, Council Member
Voorde made a motion, seconded by Council Member Coleman,
that the resolution be amended in the title and in Section 6
to reflect a six real property tax abatement. The motion
passed.
It was also noted that the tenant will be McGladrey
Hendricks.
Council Member Luecke also noted that the petition was
unclear with regard to minority hiring. It was suggested
that this area be addressed prior to the Council taking
action on the confirmatory resolution.
Following review of the attached report by the committee,
Council Member Voorde made a motion, seconded by Council
Member Slavinskas, that amended Resolution 90-9 be
recommended favorably to Council. The motion passed. There
being no further business to come before the committee, the
meeting was adjourned at 6:00 PM.
