White, Henry Davis Jr. Other Council Absent: None Others Present: Dawn Jones, Bianca Tirado, Victoria Trujillo, Bob Palmer Presenters: None Agenda: Bill No. 22-13 — A Resolution Establishin—a a Process for Selection of Community Police Review Board Office Committee Chair Troy Warner called to order the Community Relations Committee meeting at 4:31 p.m. Full audio dialogue of the meeting is available upon request from the City Clerk's Office. Committeemember Eli Wax made a motion to accept the Substitute version of Bill No. 22-13. Committeemember Canneth Lee seconded the motion, which carried by a voice vote of four(4) ayes. Chair Troy Warner presented Substitute Bill No. 22-13. Committeemember Canneth Lee stated that this level of transparency and engagement is essential, and this seems like a good path forward. Committeemember Lori K. Hamann asked if the statement in this resolution limiting Board selection to one(1)places greater restrictions on the ordinance and if that is allowable. Attorney Bob Palmer responded that the ordinance states that Councilmembers may nominate "no more than three (3)", and one (1) is less than three, so it is allowable under the ordinance. There is also a process for more than one(1) nominee under this resolution. Chair Troy Warner stated the above information is within Paragraph 14 Section 2. White stated that this process would allow citizens to understand the step-by-step process and how and when Councilmembers will be engaged. Councilmember Rachel Tomas Morgan stated this resolution allows the public to keep the Council accountable for the process. Committeemember Eli Wax stated that the clarity within this resolution would help the public understand the process. Committeemember Canneth Lee stated that accountability and transparency do not have to divide the city. Committeemember Canneth Lee made a motion to send Substitute Bill No. 22-13 to the Full Council with a favorable recommendation. Committeemember Eli Wax seconded the motion, which carried by a voice vote of four(4) ayes.
