Council Member Slavinskas noted that the first item on the agenda was to review Bill No. 66-90 which is a Bill to vacate the first East-West alley south of Western Avenue in Martin's addition. Mr. Roger Nawrot of Cole Associates, Inc. noted that Mr. Tom McCalley is delayed in traffic in Kokomo and that he would give the presentation until Mr. McCalley arrived. He noted that the purpose of the proposed vacation is to allow parking. It was noted that there is no plan to close the alley, however this process is necessary since City Ordinance prohibits backing into an alley. Mr. Nawrot presented a topographical map showing the location. Council Member Slavinskas noted that the Vacation Petition received favorable recommendations from Area Plan, Economic Development, and the Board of Public Works. Mr. Bob Sante of the Area Plan Staff noted that an easement would be necessary to allow proper turning radius for vehicles. At this point, Mr. Tom McCalley of Briarwood Development Company, Inc. arrived and showed a preliminary site plan of the area in question. He noted that he had been in contact with the City Engineering Department to work out the easement language. Following further discussion, Council Member Neizgodski made a motion seconded by Council Member Colemen that Bill No. 66-90 be recommended favorably subject to an easement agreement being approved by the City Engineering Department. Zoning & Vacation Committee September 24, 1990 Page 2 Mr. Scott Keller of Barnes & Thornburg representing the Petitioner, Dr. Macri. He noted that the purpose of the vacation is to move on-street parking to off-street parking. He presented a drawing of the area in question (copy attached) . He noted that the proposed vacation received favorable reports from Area Plan, Economic Development and the Board of Public Works. Mr. Bob Sante noted that this would leave a "t-alley" and therefore proper turning radius must be addressed through an easement agreement. Council Member Coleman spoke in favor of the request and noted the need for parking in this area. Following further discussion, Council Member Luecke made a motion seconded by Council Member Coleman that Bill No. 74- 90 be recommended favorably subject to an easement agreement being approved by the City Engineering Department. The motion passed. There being no further business to come before the Committee, the meeting adjourned at 4:25 PM.
