HomeMy WebLinkAbout09-24-90 Human Resources & Economic Development OtummMttn &t&Part HUMAN RESOURCES & ECONOMIC DEVELOPMENT �!o the Montanan Qloutwit of the Mitg of Ooutil Snit The September 24, 1990 meeting of the Human Resources & Economic Development Committee was called to order by it's Chairperson, Council Member Steve Luecke at 5: 10 PM in the Council Informal Meeting Room. Persons in attendance included Council Members Zakrzewski, Coleman, Luecke, Niezgodski, Soderberg, Puzzello, Slavinskas and Voorde; Beth Leonard, Jon Hart, Ann Kolata, Don Porter, Hedy Robinson, Harold Wyland, William Lawrence, Bill Panzica, Marsha Townsend, and Kathleen Cekanski-Farrand. The first item on the agenda was to review Bill No. 75-90 which would appropriate $20,812. 00 withing the Department of Economic Development. Ann Kolata presented the Bill. She noted that it was necessary to have this appropriation from the Studebaker Corridor Bond proceeds to Economic Development to allow reimbursement for appraisals done previously. Following discussion, Council Member Slavinskas made a motion seconded by Council Member Zakrzewski that Bill No. 75-90 be recommended favorably to Council. The motion passed. The Committee then reviewed Resolution 90-44 which is a three (3) year Real Property Tax Abatement Request for Transit-Mix, Inc. and Resolution No. 90-45 which is a five (5) year Personal Property Tax Abatement Request for Transit-Mix, Inc. Hedy Robinson then reviewed the report dated September 24, 1990 (copy attached) . Mr. Harold Wyland, General Council for Transit-Mix, Inc. then made the presentation. He introduced Mr. William Lawrence, the President of the Company. He noted that the Tax Abatements involved would allow the building of a state of the art concrete plant. The plant would utilize new types of dust control and dust collection resulting in recycling of concrete dust. The target date is late Spring of 1991 to be operable. Council Member Soderberg questioned the need for a six (6) inch well at a cost of $5,485. 00. Mr. Lawrence noted that this would be necessary as a part of the plant operation. Human Resources & Economic Development Committe September 24, 1990 Page 2 Council Member Voorde questioned the amount of truck traffic. It was noted that three to four gravel trucks would be involved, which would utilize Ireland and U.S. 31. It was noted by Council Member Luecke that the Petitioner meets the local requirements for a three (3) year Real Property Tax Abatement as well as the requirements for a five (5) year Personal Property Tax Abatement. Following further discussion, Council Member Voorde made a motion seconded by Council Member Slavinskas that Resolution Nos. 90-44 and 90-45 be recommended favorably to Council. The motion passed. The Committee then reviewed Resolution No. 90-46 which is the three (3) year Real Property Tax Abatement request for Tech Centre Building. Hedy Robinson reviewed the report dated September 13, 1990. She noted that the Petitioner qualifies for a three (3) year Real Property Tax Abatement and that the Redevelopment Commission passed a Resolution approving the three year Abatement Request. Mr. Bill Panzica noted that with the Abatement Request Smithkline Beechan Animal Health Products, Inc. would be able to consolidate it's operations which are presently located in Cincinnati, Ohio. The South Bend location would be the main operation for the entire Midwest. The facility is involved with animal pharmaceuticals for Veterinarians. It was noted that the size of the building would be doubled for storage and capacity. Following further discussion, Council Member Voorde made a motion seconded by Council Member Slavinskas that Resolution No. 90-46 be recommended favorably to Council. The motion passed. Council Member Luecke noted that a presenter was not available for Resolution No. 90-47 which is a three (3) year Real Property Tax Abatement Request for the property located at 419 South Main. In light of this, the Resolution will be continued at the regular meeting to October 8, 1990. The Committe then heard a presentation by the Department of Economic Development on the Community Development Block Grant Fund. Beth Leonard reviewed the printout (copy attached) . She noted that the staff is projecting a 10% cut, however there has been discussion at the Federal level of l j Human Resources & Economic Devlopment Committee September 24, 1990 Page 3 possible cuts ranging from 30 to 40% Once the budget is finalized, the Department of Economic Development will report back to the Common Council. The staff recommendation for 1990 is summarized as follows: Housing $1, 092,369.00 27.71% cut Code Inforcement $150,100.00 0% cut Public Works, Parks & Capital Improvements $-0- 100% cut Public Services $337,612 .00 3.36% cut City Development $219,400. 00 42.53% cut Other Activities $326,650.00 0% cut It was noted that the 1990 funding for all activities was $3,452,000.00 with projected funding for 1991 to be 2,794,943 . 00 represent an overall cut in activities of 19. 03% It was noted that in order for the neighborhood clean up crew to be funded that it had to placed under the Public Service category. It was further noted that funds could not be used for the clean up of publically owned lots. The total amount of money used for public services can not exceed 15% of projected entitlement dollars. The time table which will be utilized will have the proposed statement published on October 6 with October 22 being the last day for the public to respong and a final statement being prepaid. A Resolution to be acted upon by the Common Council must then take place. It was noted that the meeting projected for such action is November 12, however this is a City Holiday. The Resolution must be sent with all accompanying material by November 28. Mr. Jon Hunt noted that we are currently in a downward spiral of the three major funding sources. He noted that new Entitlement Funds are projected at $2,250,900. 00 representing a 10% cut, Reprogram Funds of $53,464, and Program Income of $490,579 for a total of $2,794,943. He suggested that in 1992 that new concepts be explored for Public Works monies. Human Resources & Economic Development Committee September 24, 1990 Page 4 Council Member Niezgodski voiced concern with regard to West Washington Projects and Council Member Voorde questioned why the Citizen Committee was disbanced. Mr. Hunt noted that since this is a "maintainance budget" that there's no longer a need for a Citizen Review Committee. He noted that they did an excellent job. It was also noted that currently there are no staff cuts and that the Civil City Budget is funding raises, FICA, and merit bonuses. Council Member Puzzello questioned whether the Women's Crisis Shelter had received other available funding. They requested $45,364.00 and the recommended allocation is $25, 078.00. Council Member Luecke noted that the Women's Crisis Shelter should receive a higher ranking through United Way. Council Member Slavinskas questioned whether a contact would be appropriate to United Way. Beth Leonard stated that the Department has never contacted United Way with regard to any sub-grantees. She did note however, that letters will go out to all sub-grantees with regard to funding. Mr. Hunt noted that he would like to give an overview of the entire comprehensive budget at a later time this year to the Committee. There being no further questions to come before the Committee, the meeting was adjourned at 6:05 PM.
