HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE

The February 15, 1990 meeting of the Human Resources and
Economic Development Committee was called to order by its
Chair Person Council Member Steve Luecke at 4: 05 p.m. in the
Council informal meeting room.
Persons in attendance included Council Members Duda, Luecke,
and Zakrzewski; Jon Hunt, Beth Leonard, Don Inks, Kathy
Baumgartner, Ann Kolata, Margot Doyle, Cynthia Love-Bush,
Marsha Townsend, and Kathleen Cekanski-Farrand.
Council Member Luecke noted that the purpose of the meeting
was to discuss the overall funding of the Department of
Economic Development and the several ordinances pending
before the Council.
Mr. Jon Hunt then reviewed a hand-out entitled "Budget
Perimeters and Issues" (copy attached) . He stressed that
the department's funding sources are multiple in nature.
He then reviewed a multi-page document entitled "Budget
Presentation to the South Bend Common Council. " (copy
attached) Elizabeth Leonard who is charged with the
"Financial and Program Management" of the Department then
reviewed the budget information in greater detail. It was
noted that the Community Development Block Grant 1990
resources would be approximately $3,452, 000, that Outside
Staff Contracts would total approximately $181, 291, and
Additional Administrative Funds would total approximately
$635,487 . It was also noted that Non-CDBG project funds
would total approximately $18, 372,214. Beth Leonard then
reviewed the 1990 CDBG "Final Statement Recap" for a total
of $3,452 , 000. The Amendment to the "Final Statement of
Community Development objectives and projected uses of
Funds-1990" was then reviewed. They then reviewed
Substitute Bill No. 110-89 which would appropriate
$2,879,832 from the Community Development Block Grant Fund
for the purpose of defraying expenses within the Department
of Economic Development (copy attached) , and Substitute Bill
No. 112-89 which would transfer $110, 168 among various
accounts. The committee also reviewed the ordinance which
would appropriate $343, 600 among various accounts. Beth
Leonard and Jon Hunt then specifically reviewed the
reprogram monies of $627, 312 and the seven accounts which
would be affected.

The Committee also reviewed the 1990 Bond issues with a
projected total of $9,800, 000. The Committee reviewed the
UDAG reimbursements which have not been appropriated. The
expected amount of monies total approximately $1,406,714 . 00
however a needed projected amount is at $1, 628, 600. It was
further noted that the $350, 000. 00 for Robertson's was to
permit an incremental development of this project. It would
involve Leroy Troyer reviewing and addressing the Task Force
recommendations specifically noting the heating problems,
roof problems, plumbing problems of the approximate 175, 000
square feet involved. The Committee then reviewed the State
Grant Revolving Funds and the Redevelopment Commission
Funds.
The administration of the Department of Economic Development
was then reviewed (copy attached) . It was noted of the
$201,800. 00 non-personnel uses that $72, 000. 00 of this
amount is for Project Future with the remainder being used
for consultant fees, legal fees, advertising fees.
The Committee also reviewed the administration
reconciliation sheet and noted that there is not an increase
in employment, but rather a shifting of monies from various
sources.
Jon Hunt noted that all of the Bills are scheduled for
public hearing on February 26, 1990.
Council Member Luecke thanked the staff of the Department of
Economic Development for the preparatory materials and the
additional verbal comments on each of these topics. He
noted that three of the Council Members are absent due to
illness and one Council Member had a direct conflict. The
handouts, however, would be provided to each of the Council
Members for their review.
There being no further business to come before the
Committee, the meeting was adjourned at 5:20 p.m.
