The staff report was presented by Adam Toering.
Staff Recommendation: Staff recommends approval; staff asks that the Commission
remand further modifications of the overall plan to staff for review.
The applicant was represented by:
David and Rachel Hochstetler, 1316 E Wayne St. S South Bend, IN 46615
Eric Stalheim, 902 E Washington St. South Bend, IN 46617.
The public was represented by:
N/A
Eric Stalheim recused themselves for the petition due to conflict of interest.
After due consideration, the following action was taken:
Upon a motion by David Wyncott, seconded by Sarah Andrews, and unanimously
carried by vote, the Historic Preservation Commission APPROVES Certificate of
Appropriateness Application #2022-0103 and remands further modifications of the
overall plan to staff for review.
Vote: 5-0-1. Five in Favor, none opposed, one recused.
COA#2022-0103 is approved.

V. REGULAR BUSINESS
a. APPROVAL OF MINUTES
i. December 20, 2021 (Audio Position: 11:32)
Upon a motion by Sarah Andrews, being seconded by David Wyncott and unanimously
carried by vote, the minutes from the December 20, 2021, Historic Preservation
Commission are approved.
b. STAFF REPORTS
i. Administrative Approvals
After due consideration, no action was taken.
c. COMMITTEE REPORTS
i. Standards and Guidelines
After due consideration, no action was taken.
VI. OLD BUSINESS
a. 2022 HPC Officer Elections — Slate of Officers (Audio Position: 21:09)
Upon a motion by David Wyncott, being seconded by Elizabeth Hertel and unanimously
carried by vote, the Historic Preservation Commission APPROVES re -slating the 2021 HPC
Officers; President Michele Gelfman, Vice President Sarah Andrews, Arch. Historian/
Secretary Joan Downs-Krostenko and Treasurer Mary Brazinsky.
Vote: 6-0. Six in Favor, none opposed.
2022 HPC Officer Slate is approved.
