HomeMy WebLinkAbout02-26-90 Human Resources & Economic Development thnnmtt rr Wirpnrt HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE Ma the Motown Council of the Qlttg of*outs Bead: The February 26, 1990 meeting of the Human Resources and Economic Development Committee was called to order by its Chair Person Council Member Steve Luecke at 4: 50 p.m. in the Council informal meeting room. Persons in attendance included Council Members: Niezgodski, Soderberg, Voorde, Duda, Luecke, Puzzello, Zakrzewski, and Coleman; Jon Hunt, Beth Leonard, John Leisenring, Michelle Russel, Marsha Townsend, Don Porter, and Kathleen Cekanski- Farrand. The first item on the agenda was to review Bill No. 14-90 which would appropriate $150, 000. 00 from the Economic Development State Grant Fund to be administered by the Department of Economic Development. Michelle Russell, an Economic Development Specialist with the Department of Economic Development then reviewed the Bill. She noted that the Indiana Department of Commerce awarded to the City an Investment Incentive Program Grant to facilitate a project with Miles Laboratory, Inc. The funds would be placed in the City's Economic Development State Grant Fund and would be used for the renovation of the Miles facility and equipment purchases. The appropriation ordinance is necessary to complete the local process. The Department of Economic Development will administer the funds. In response to a question raised . by Council Member Luecke, it was noted that the processing of such a grant by the State of Indiana was indeed cumbersome and the money has still not yet been received. Following further discussion, Council Member Duda made a motion seconded by Council Member Voorde that Bill No. 14-90 be recommended favorably to Council. Beth Leonard then briefly summarized Substitute Bill No. 110-89 which would appropriate $2,879,8832 from the Community Development Block Grant Fund for the purpose of defraying the expenses of the Department of Economic Development. She noted that this Bill was discussed at the Committee meeting of February 15, 1990. She also reviewed Substitute Bill No. 112-89 which is an ordinance to transfer $110, 1168 among various accounts within the Department of Economic Development. She noted that the purpose of the Substitute Bills were as a result of a shift in the administrative costs and changes in the funding sources. Human Resources and Economic Development Committee February 26, 1990 Page 2 Council Member Luecke noted that in Bill No. 110-89 Carter Wolfe had initially asked for an additional $10, 000 for the Center City Associates request which is currently listed on page 2 of the Substitute Bill under City Development Project No. CD90-602 in the amount of $5, 000. Council Member Luecke also noted that the entitlement was cut by approximately $118,000 but due to other funding sources there actually will not be a loss realized. Council Member Luecke then questioned the sheet addressing the projected 1990 funds with regard to a $25, 000 figure. Beth Leonard stated that she would verify the amounts prior to the formal Council meeting this evening. Council Member Luecke also noted for the record that he is currently employed by South Bend Heritage Foundation which is one of the proposed recipients under Substitute Bill no. 110-89 . He noted that he has filed the appropriate documents with the State of Indiana and locally with regard to this conflict of interest. Following further discussion Council Member Voorde made a motion seconded by Council Member Zakrzewski that Substitute Bill No. 110-89 be recommended favorably to Council. The motion passed. Council President Zakrzewski then made a motion seconded by Council Member Duda that Substitute Bill No. 112-89 be recommended favorably to Council. The motion passed. The Committee then heard final comments on Bill No. 15-90 which would transfer $627, 312 among various accounts within the Department of Economic Development. It was also noted that this Bill was discussed at the Committee meeting held on February 15, 1990. Following further discussion, Council Member Duda made a motion seconded by Council Member Voorde that Bill No. 15-90 be recommende favorably to Council. The motion passed. Beth Leonard then reviewed Bill No. 13-90 which would appropriate $343, 600 to various accounts within the Department of Economic Development. She noted that the funds are from the Urban Development Action Grant and would be utilized as follows: $243, 600 would be used to buy out Community Development Block Grant Funds currently being used in the Neighborhood Business Development Corporation's Revolving Loan Program; and $100, 000 would be set aside for predevelopment costs for appraisals, surveys, environmental, engineering, and market studies related to future economic development projects within the City. Human Resources and Economic Development Committee February 26, 1990 Page 3 Following further discussion Council Member Voorde made a motion seconded by Council President Zakrzewski that Bill No. 13-90 be recommended favorably to Council. The motion passed.
