RESIDENTIAL NEIGHBORHOODS COMMITTEE

The January 8, 1990 meeting of the Residential Neighborhoods
Committee was called to order by its Chair Person Council
Member Loretta Duda at 4:15 p.m. in the Council informal
meeting room.
Persons in attendance included Council Members: Niezgodski,
Puzzello, Slavinskas, Zakrzewski, Luecke, Coleman, and Duda;
John Oxian, Patricia DeClercq, Don Porter, members of the
news media, and Kathleen Cekanski-Farrand.
Council Member Duda noted that the purpose of the meeting
was to discuss concerns of the Near Northwest Neighborhood.
She called upon Mr. John Oxian to update the committee.
Mr. Oxian then reviewed the ten major concerns of the Near
Northwest Neighborhood. He noted that these included the
following:
1. Street lights
2 . Licensing of Landlords
3. Requiring tenants to upkeep property
4. City-wide trash pickup
5. Law enforcement
6. Curbs and sidewalks improvements
7. Code Enforcement
8. Receivership program
9. Tree trimming
10. Restricted parking on such streets as Cushing.
Mr. Oxian noted that in the area of law enforcement that
improvements have been made. An officer now comes to each
of the Near Northwest meetings, and there is a visible
stepped up enforcement policy in the area. He noted,
however, that speeding is still a problem especially on
Lincolnway. He also noted that he believes that a Code
Enforcement officer on weekends and evenings should be
further discussed by the City.
Council Member Duda stated that each of the ten concerns
would be discussed with the committee. She stressed that
input from the district council member as well as the at-
large council members and the neighborhood committees should
be ongoing, and would be continued on each of these items.
Council Member Luecke stated that he believes that the
overall list is complete and that he has been working with
the Near Northwest Neighborhood group. He stated that
special improvement districts have also been considered and
that he is currently working with the Engineering Department
Residential Neighborhoods Committee

on that concept. Council Member Duda suggested that a list
of goals and specific time tables for concerns throughout
the City neighborhoods should be pursued.
Council Member Niezgodski also stated that the solution
should be City-wide so that South Bend will be become the
best City.
In response to a question raised by Council Member
Niezgodski, Mrs. DeClercq noted that inspectors can be
called out on weekends or in the evenings. The problem,
however, is that there is no support staff available. Mrs.
DeClercq also noted that her department is dealing directly
on zoning issues with volunteers in the first district.
Mr. Oxian also noted that the group has received a national
reinvestment grant of $1,500 to conduct a survey. The
survey results should be forthcoming sometime this summer.
There being no further business to come before the
committee, the meeting was adjourned at 4:30 p.m.
