RESIDENTIAL NEIGHBORHOODS COMMITTEE

The January 15, 1990 meeting of the Residential
Neighborhoods Committee was called to order by its Chair
Person Council Member Loretta Duda at 4: 05 p.m. in the
Council informal meeting room.
Persons in attendance included Council Members: Coleman,
Voorde, Puzzello, Zakrzewski, Duda, and Luecke; Patricia
DeClercq, John Oxian, Mr. J. Edward Talley, Mr. Paul
Rohleder, and Kathleen Cekanski-Farrand.
Council Member Duda noted that the purpose of the meeting
was to discuss the Near Northwest Neighborhood concerns
previously outlined at the Residential Neighborhoods
Committee meeting of January 8th. Discussion then took
place with regard to licensing of landlords and requiring
tenants to upkeep their properties.
After considerable discussion Council Member Coleman made a
motion seconded by Council Member Voorde that the
Residential Neighborhoods Committee have a working committee
to study the issues with regard to landlord/tenant
legislation. The motion passed. It was further recommended
that the working committee be directly accountable to the
Residential Neighborhoods Committee and work with
organizations such as the Landlord Association, Historic
Preservation Commission, various neighborhood associations,
the Legal Department, and the Code Enforcement Department.
The Committee then briefly reviewed information from
Boulder, Colorado and Chicago, Illinois (copies attached) .
Mrs. DeClercq noted that Mr. Leszyznski was unavailable to
attend the meeting due to a previously scheduled meeting of
his own. She noted, however, that he would be happy to work
with the Residential Neighborhoods Committee on various
public works projects. It was noted that currently the City
has a moritorium in effect with regard to street lights. It
was also noted that tree trimming is currently done by I &
M, except for those located in tree lawns which are the
responsibility of the property owner. It was also noted
that the Park Department does trim trees which are a public
safety hazard with regard to stop signs, street signs, etc.

Council Member Coleman suggested that the Council might
consider through the budgetary process the cost of a second
high-ranger for the Park Department. Council Member Voorde
noted that James Seitz had a study conducted several years
ago with regard to the costs for both manpower and
equipment. He suggested that such a study be updated with
regard to this concern.
Council Member Zakrzewski stated that the City should be
very cautious with regard to implementing one project for a
specific area of the City, since other areas will make
similar requests. He gave an example that if street lights
were trimmed in certain areas for crime protection that that
same consideration should be City-wide. He therefore
stressed that new programs would be new dollars which would
have to be carefully studied City-wide.
Mr. Ed Talley then handed out a copy of a letter dated
January 9, 1990 with regard to a proposal of utilizing
members from the Work Release Center, Hope Rescue Center,
The Homeless Shelter, and the DuComb Center to provide
manpower for neighborhood projects such as tree trimming.

Mrs. DeClercq noted that supervision was a very strong
priority when utilizing such agencies.
Mr. Oxian briefly highlighted his concern over the
receivership program and the lack of funding. Council
Member Luecke stated that because there are no staffs for
the neighborhood organizations and because receivership
programs must have a unified effort to be successful, that
he questioned whether the neighborhood organization was
willing to take on such responsibilities. Mrs. DeClercq
buttressed Council Member Luecke's remarks by stating that
receivership programs have not worked in the past. She
noted that finding seed money to start the program was often
difficult.
The Residential Neighborhood Committee then briefly
addressed the remaining items from the January 8th meeting.
It was suggested that those items which are park related be
reviewed by the Parks Committee, and that those items which
are public work related be referred to that committee, and
that all other items remain with the Residential
Neighborhoods Committee.
It was also suggested that all of the various items be
prioritized and that all Council Members look for creative
ways to address these concerns.

Mr. Talley voiced concern with regard to conflicting
information with regard to street lights from the City and
I & M with regard to street lights in historic districts.
Council Member Luecke suggested that this was to be
addressed in the upcoming meeting. Mr. Talley then provided
information with regard to street lights (copy attached) .
After considerable discussion on the various items, the
meeting was adjourned at 6: 00 p.m.
