Persons in attendance included Council Members: Duda, Voorde, Niezgodski, Puzzello, Zakrzewski, and Luecke; An Kolata, Hedy Robinson, Don Porter, Margot Doyle, Jenny Pitts Manier, Stephanie Warren, and Kathleen Cekanski-Farrand. Council Member Luecke noted that the first item on the agenda was to review Resolution No. 89-76 which is a three year real property tax abatement request for Fortuna Land Company for the property commonly known as 802 South Fellows Streets. Hedy Robinson noted that the petitioner is Fortuna Land Company and Harbor Metal Treating Company of Indiana, Inc. She then reviewed the report from the Department of Economic Development dated October 11, 1989 (copy attached) . The report was reviewed taking into consideration that Resolution No. 89-77 is a five year personal property tax abatement request for Harbor Metal Treating of Indiana, Inc. It was noted that Stephanie Warren, an employee of Fortuna Land Company was present in the absence of Mr. Anthony Fortuna who would be available for questions at the regular Common Council meeting. 1 It was noted that the area in question is located within the Monroe Industrial Park and that the present property owner is Fortuna Land Company. They are proposing an expansion of the facility, more specifically, an expansion of the furnaces needed. There are currently 18 employees, four of which are minorities. 1 Council Member Luecke stated that the operation is a very "clean operation" and an asset to the neighborhood. Various Council Members voiced favorable comments with regard to both the personal and real property requests. Ann Kolata noted that the 802 South Fellows Street property is the last one owned by the Redevelopment Commission. She stated that the Redevelopment Commission is pleased with the proposed development and that there,is no question that the area is well within the definition of slum and blight. The project cost, including the purchase of the new equipment, is estimated at $935, 000. a:__ - - n__a T_,1 L__ ALLnI - nit%P10A newt T__. ^11A P1 A nnnn Human Resources and Economic Development Committee October 23 , 1989 Page 2 Following further discussion Council Member Zakrzewski made a motion seconded by Council Member Puzzello that Resolution No. 89-76 be recommended favorably to Council. The motion passed. Council Member Zakrzewski then made a motion seconded by Council Member Puzzello that Resolution No. 89-77 be recommended favorably to Council. The motion passed. Citizen member Margot Doyle then questioned Council Member Luecke with regard to the impact of the tax abatement lawsuit. He noted that the review process of possible amendments of the current procedures would be ongoing. He also noted that in light of the lawsuit, that various other amendments would be discussed with the committee. The Council Attorney noted that there would probably be a need for an expanded role of the Department of Economic Development both at the committee stage as well as at the regular Common Council meetings. She suggested that at a future meeting of the Human Resources and Economic Development that the Committee should consider whether petitioners should be present at the committee meeting at both the declaratory and confirmatory stage; and whether a member from the Department of Economic Development should review their report into the record at the regular Common Council meetings similar to the procedure used for rezonings in the role of the Area Plan Commission staff.
