HomeMy WebLinkAbout08-14-89 Public Works '~�D�1tllt�tt�� arpnrt PUBLIC WORKS Mu the (Common Mundt of tip Mtn of*mill gnu): The August 14, 1989 meeting of the Public Works Committeee was called to order by its Chair Person Council Member Tom Zakrzewski at 2:25 p.m. in the council informal meeting room. Persons in attendance included Council Members: Puzzello, Luecke, Niezgodski, Zakrzewski, Duda, Soderberg, and Coleman: Pat DeClercq, Mike Meeks, John Leszczyski, Jack Mathews, and Kathleen Cekanski-Farrand. The first item on the agenda was to review Bill No. 64-89 which would appropriate $530, 000 for the Local Road and Street Fund to Project R & S 8904, paving materials, within the Local Road and Street Fund. Mike Meeks then presented to the committee a paving and slurry list of those streets throughout the city which would be addressed this year (copy attached) . It was noted that there would be no concrete included within this list. John Leszczynski noted that several of the pages have blanks on them. He noted that those areas represent projects which have been deleted due to lack of funding. The appropriation ordinance is for materials only. To date appoximately one- third of the projects listed in the hand out are completed. Mr. Leszczynski further noted that with regard to concrete that there is no specific list and that they are projects specific. Requests should be made to Mike Meeks in this area. He further noted that the city no longer has a concrete crew. A total of $50, 000 for concrete improvements has been identified. Council Member Luecke questioned streets which were on last year's which were not completed. It was noted that every major street was completed this year from last years list. Following further discussion Council Member Niezgodski made a motion seconded by Council Member Puzzello that Bill No. 64-89 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 65-89 which would appropriate $125,000 from the Local Road and Street Fund to Project R & S 8905 Various Road and Improvements, within the Local Road and Street Fund. Mr. Meeks noted that the appropriation is for three engineering projects. It is anticipated that Federal Aid Urban Funding would be involved which would allow a 75% Public Works Committee 8-14-89 Page 2 match by the Federal Government to a 25% match by the local. The three projects involved include: 1. Jefferson and Twyckenham, 2 . Edison (Ironwood and State Road 23) , and 3 . Ironwood (between Ewing and Ireland) . It was noted that Ironwood project for the engineering, environmental impact statement, and purchasing of right of way would take approximately four years. Mr. Leszczynski noted that in light of the bypass outlet onto Ironwood that this has to be a top priority. The project would cost approximately 3 million dollars for this phase. In response to a question raised by Council Member Puzzello regarding Twyckenham to McKinley, it was noted that various environmental problems had to be addressed including a 1 million dollar storm sewer project. The total cost of this project would be approximately 3 1/2 million dollars. It was also noted that this bill includes funding for scarification. Following further discussion Council Member Puzzello made a motion seconded by Council Member Niezgodski that Bill No. 65-89 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 67-89 which would amend various sections of Chapter 6 addressing Buildings. Pat DeClercq stated that the testing for mechanical and electrical exams in currently conducted through the two boards of the City. The ordinance is requesting that a standardized test be used which is currently being used in nine other cities in the State of Indiana. She noted that the Building Commission as well as the two boards support this change. In response to questions raised by Council Member Duda it was noted that the current fee is $20. 00 for a regular exam which would be increased to $40.00, and special exams are currently costing $50.00 which would be raised to $75. 00. It was noted that the actual cost of the new exam is $35. 00. Regular exams are given twice per year. If the new method would be utilized, the testing would be done by a major company. Council Member Puzzello questioned whether the building trades have taken a position on this, and neither Mr. Mathews nor Mrs. DeClercq were aware of any problems. Mr. Mathews also noted that if the standardized testing was adopted, the City of South Bend could then reciprocate with other communites who used the same type of test. Council Member Luecke questioned whether there would be a difference • Public Works Committee 8-14-89 Page 3 between the South Bend test and the national test, and he was advised that the tests are taylored to the basic three national codes namely BOCA, Uniform, and Southern. Mr. Mathews felt very comfortable with the aspect. Following further discussion Council Member Niezgodski made a motion seconded by Council Member Duda that Bill No. 67-89 be recommended favorably to Council. The motion passed.
